Assume responsibility and provide leadership representing the department for all contractual and commercial matters related to procurement and contract management of infrastructure.
Projects including roads, bridges, drainage systems, utilities, and buildings.
Pre-tender and tendering activities including tender documents preparation.
Assist with the development of the contracts and procurement strategy, policies, procedures, and best practices for both for the Programme and various Project(s).
To monitor, measure and audit the performance of the Consultant/Contractors in managing the cost, financial, and procurement activities.
Ensure that contracts are signed and thereafter managed throughout the duration of the Project(s) in accordance with the Authority's relevant policies and procedures.
Ensure that the contract administration is properly carried out by the Consultant.
Monitor and report on the performance of contract administration by Consultants.
Ensure and review recommendations when requests for variation, addendum, extension of time, claims etc. are being processed, ensuring that they are in accordance with the Authority's relevant policies and procedures.
To continually seek and capture lessons learned from the cost, financial, and procurement processes and use this intelligence to alter the process, tools and systems to improve the approach to delivering the program.
To identify, develop, and improve procedures and systems for the section department
Ensures the correct execution of procedures for award and administration of projects.
To be an internal facilitator to assist with other relevant departments.
Obtain approvals as needed for projects and procurement.
Provide support to the Senior Contracts Manager, amongst others, where required, on procurement and contractual matters.
Preparation of annual financial budget for Department projects.
Lead external & internal coordination pertinent to contractual and commercial matters.
Essential skills and knowledgeÂ
University degree from a recognized University in an appropriate field such as Project Management, Quantity Surveying, Commercial Management, Construction Management or equivalent.
Recognized qualifications in Contracts, Law, Claims or related qualification is highly desirable.
Master's degree in a relevant field desirable.
20 years of demonstrable relevant experience working in infrastructure projects including roads, bridges, drainage systems, utilities, and buildings.
Excellent communication skills in English, written and spoken.
Professionally qualified in MRICS or MCIPS or equivalent is preferable.
Minimum of 8 years of relevant working experience with management capacity.
Experience and knowledge of international and GCC conditions of Engagement/Contract (e.g., FIDIC, PWA, etc.).
Proven Knowledge of design codes and construction practices related to infrastructure projects.
Proven Experience in design of infrastructure and building projects.
Experience in procurement, claims and tendering activities (Pre-Tender, tender, and post-tender Stages) for Contracts such as Design, Design and Build, Secondment, Frameworks, etc..
