Introduction

Brunel has partnered with a premier LNG owner/operator and actively recruiting for a Pre-Commissioning / Commissioning Manager to lead to the systematic completion and startup of ISBL, OSBL and Utilities site operations. This is a long-term contract site based role located in the Texas Gulf Coast.
You'll be the key orchestrator driving systems from late construction through mechanical completion, energization, and operational readiness.

What are you going to do 

The Pre-Commissioning / Commissioning Manager is responsible for leading and coordinating all activities from late-stage construction through mechanical completion, system turnover, and startup-with a focus on ISBL process systems and OSBL utilities, infrastructure, and tie-ins.
This role ensures all systems are safely and systematically transitioned from construction to operations in line with project specifications and industry standards.

ISBL (Process Units):

  • Own the pre-commissioning and commissioning of liquefaction trains, refrigeration systems, compressors, and process piping.
  • Oversee loop checks, pressure testing, and function testing of critical process control systems.
  • Interface with DCS/PLC vendors and Sempra Operations to achieve safe and compliant startup of high-risk units.

OSBL (Pipelines, Utilities, Infrastructure):

  • Coordinate turnover and startup of site-wide electrical distribution, firewater, nitrogen, instrument air, and cooling water systems.
  • Ensure commissioning tie-ins to flare, utilities headers, and offsite interconnects are executed safely and per schedule.

Storage Tanks:

  • Manage dry-out, inerting, and cooldown activities for cryogenic LNG tanks.
  • Lead coordination with OEMs and construction teams for leak testing, boil-off gas systems, and insulation readiness.
  • Validate operational readiness for rollover prevention, stratification controls, and tank safety instrumentation.

Plant Utilities:

  • Drive commissioning of power generation/distribution, HVAC systems, chemical dosing, potable water, and stormwater systems.
  • Validate instrumentation, mechanical packages, and skids are fully tested, flushed, and preserved until ready for startup.

Essential skills and knowledge 

  • 15+ years in commissioning/start-up on major energy infrastructure projects.
  • Deep knowledge across LNG systems including process trains, OSBL tie-ins, tanks, and utility infrastructure.
  • Demonstrated success leading multi-system turnovers and first gas/startup readiness.
  • Bachelor's in Mechanical, Process, Electrical, or Instrumentation Engineering.
  • Professional Engineer (PE) or advanced technical degree preferred.
  • Mastery of pre-commissioning best practices, walkdown execution, ITR workflows, and MC completions.
  • Strong leadership of multi-discipline teams including vendors, CSU contractors, and Owner operators.
  • Fluent in commissioning management software (ICAPS, Hexagon, WinPCS, etc.).
  • Bilingual (English/Spanish) preferred.
