Ensures that all aspects of the project have the necessary SHES systems, processes, services, and support required to achieve project goals related to safety, environmental and regulatory compliance, industrial hygiene, occupational health, security, and emergency preparedness and response for the fabrication of offshore installations at Batam Fabrication Yard, Indonesia.
Leads all Safety, Health, Environment and Security matters at Batam Fabrication Yard.
Ensure operations are safe and the people, assets and the environment are protected.
Ensures compliant with established policies & procedures, lows and standards and participates in further development to meet changing needs.
Understands organizational authority and seeks appropriate line management approvals
Works in a highly visible project environment with large capital expenditures and significant schedule execution pressures.
Demonstrates willingness to tackle a variety of tasks in response to evolving business needs.
The major challenges include preventing incidents and being ready for emergencies. Managing EPCI contractors and making sure they follow the company safety rules.
What are you going to do
Assess and advise on SHES / regulatory compliance and performance during the fabrication, pre-commissioning & commissioning, and load-out phases, while championing on-site safety awareness and safe performance with the contractor and among the Project Team.
Oversee the Project PMT SHES team, providing advice and guidance.
Ensure effective working relationships with the PMT and Contractor’s team; Counsels the Company team, contractor, sub-contractor, vendors suppliers as needed.
Coordinate the scheduling of SHES field personnel activities to guarantee adequate coverage for project requirements.
Advise line management on the resources and equipment necessary for optimal work performance.
Review the Contractor’s Project SHES Documents in accordance with the contract requirements and provide valuable technical feedback.
Facilitate SHES audits and inspections to comply with the project SHES activity schedule and LNG contract requirements.
Coordinates the control of contractor’s project activities with particular note of compliance with approved Project SHES procedures, during fabrication, pre-commissioning & commissioning, and load-out phases.
Facilitate the identification, assessment, and management of SHES risks in line with the SHES management system, Risk Management standard, and ALARP principles.
Participate in the review of Job Safety Analysis for all critical activities and confirm that the residual risks are As Low as Reasonably Practicable (ALARP) prior to work commencement.
Ensure that all activities within his area of responsibility are adequately covered by a specific or routine JSA.
Ensure daily that the Contractor’s fabrication teams conduct effective Toolbox Talk sessions and communicate task risks to the workforce along with appropriate mitigation measures.
Ensure that the training program for project personnel is effectively implemented and monitored.
Verify that the training programs are properly executed according to the Project contract requirements and Project SHES Plan.
Coordinate periodic meetings with the Contractor to review progress and report on Project SHES performance.
Ensure the weekly and monthly SHES meetings are organized by the Contractor (as per contract requirements).
Report consolidated weekly and monthly SHES performance to the Project SHES Division Manager.
Ensure that trend analysis is performed by the Contractor for all incidents and observation / action cards and include the results in the periodic reports.
Support and facilitate the site SHES steering committee meetings with Contractor SHES Counterpart.
Support the Contractor in implementing the Incident and Injury Free program on the Project and propose safety campaign topics in coordination with the Contractor SHES counterpart.
Participate in the Weekly Management tour and subsequent debriefing, ensuring findings are recorded by the Contractor in the SHES Action Tracking Register (as per contract requirement).
Implement a culture of open and transparent reporting of SHES concerns, near-misses and incidents.
Ensure that all reportable and recordable incidents, as per stewardship and categorization requirements, are reported by the Contractor within the timeframe specified in the contract.
Participate in the Contractor’s incident investigations and root cause analysis sessions.
Ensure that information, lessons learned, and safety messages are properly disseminated to the workforce and posted on project safety boards.
Ensure that adequate Emergency Response arrangements are in place, including trained, competent emergency personnel and fit-for-purpose equipment.
Essential skills and knowledge
Bachelor’s Degree in Sciences, Safety, Health, Environment, Security, or Engineering.
10 years’ experience of major project experience in SHES in the Oil & Gas Industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
Experience of similar position on fabrication of offshore installations.
Experience of Asian fabrication / shipyards with multilingual workers.
Experience with Oil & Gas companies, Contractors, or Service Companies.
Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
Knowledge of relevant SHES management systems and programs.
Good level in written and spoken English,
Excellent interpersonal and communication skills and persuasive, Strong communication skills; capability to effectively interact with individuals.
