Introduction

  • To support the QA/QC Lead in overseeing the execution of quality assurance and control programs across a portfolio of projects, and to act as the key interface between the Project Management Teams (PMTs) and the Projects QA/QC Section.
  • The QA/QC Engineer plays a critical role in resource planning, performance monitoring, inspection coordination, and contractor evaluation.
  • The role ensures optimal deployment of QC resources, balanced workload distribution, and continuous performance tracking of contractors through structured reporting, surveillance, and closure of quality gaps.
  • Balancing inspector deployment across concurrent projects of varying scale and criticality, while maintaining workload equity and meeting quality coverage needs.
  • Acting as the main link between the Projects QA/QC Section and various project teams, ensuring early engagement and alignment of quality expectations.
  • Conducting quality assessments and surveillance visits across multiple sites to proactively identify performance risks, resource gaps, and procedural weaknesses.
  • Monitoring and evaluating the quality performance of contractors and driving timely closure of non-conformities and systemic issues highlighted in NCRs and CARs.

What are you going to do 

  • Review projects’ scopes of work, to determine the nature, extent and frequency of quality verification activities.
  • Review contractor/ supplier quality deliverables for conformance to quality requirements and expectations (I.E. PQP, PEP, ITP, Criticality Rating assessments and QA/QC procedures).
  • Review and/ or approve welding procedures and associated qualification, testing and repair deliverables from contractors and suppliers.
  • Chair Pre-Inspection Meetings to ensure that the quality requirements and expectations are fully understood and implemented prior to commencement of work activities.
  • Review and interpret RT films relating to potential defects/ discontinuities and provide expert opinion regarding the scope and extent of defects, and potential remedial actions.
  • Coordinate site and workshop inspection activities and assign adequate inspection resources to effectively measure conformance to requirements.
  • Coordinate the assignment of third-party source inspectors to represent at offsite manufacturing facilities.
  • Conduct assessments, audits and verifications on the Contractors’ procurement, engineering, construction and quality processes.
  • Evaluate and monitor the performance of QC inspectors and identify training requirements to continually improve the performance of the Quality Team.
  • Identify quality-related lessons learned and propose suitable corrective actions to improve work processes and prevent further undesirable conditions/ situations.
  • Project punch-list coordination and close-out prior to mechanical acceptance.
  • Ensures mechanical acceptance, and completion of pre-commissioning and commissioning activities
  • Promote the company health, safety and environment requirements and ensure that they are adhered to during project activities.
  • Support the QA/QC Lead in coordinating QA/QC activities across active CAT IV–VI projects, ensuring quality plans, inspection strategies, and contractor oversight are implemented effectively.
  • Serve as the primary QA/QC liaison to assigned Project Management Teams, ensuring quality requirements are understood, integrated, and executed across all disciplines.
  • Review and monitor the inspectors’ workload and productivity, ensuring optimal distribution of QA/QC resources based on project risk, criticality, and execution needs.
  • Conduct regular field assessments and surveillance audits across project sites to monitor quality system implementation and identify opportunities for improvement.
  • Lead the tracking and performance evaluation of contractors’ QA/QC performance across all projects, including analysis of NCRs, CARs, and repeated deficiencies.
  • Prepare quarterly contractor quality performance reports, highlighting trends, areas of concern, and recommended actions, and ensure accountability for gap closure.
  • Track the effectiveness of corrective actions taken against audit findings and NCRs and escalate overdue or non-effective responses to the QA/QC Lead or Head.
  • Ensure readiness of inspection teams by validating competency, availability, and engagement, particularly in preparation for shutdowns and tie-in activities.

Essential skills and knowledge 

  • Bachelor's degree in engineering, preferably in Mechanical or Metallurgical disciplines.
  • Certified Quality Auditor (IRCA) is required, with a proven track record in leading external quality audits and performing engineering and procurement assessments.
  • Registration as an IRCA Lead Auditor is preferred.
  • Welding Inspection Certification (CSWIP 3.1 or 3.2) is mandatory; possession of a valid, current certificate is preferred.
  • Non-Destructive Testing (NDT) Level II certification is required, with preference given to candidates holding active, valid certifications.
  • Minimum 10 years of QA/QC experience in the oil & gas industry, with proven expertise in both greenfield and brownfield project environments.
  • Extensive experience managing shutdown projects, preferably within LNG facilities, under live operating conditions and constrained execution windows.
  • Strong familiarity with a wide range of engineering materials and applications, including cryogenic, high-temperature, low-temperature, and sour service environments.
  • Demonstrated capability in conducting QA/QC planning, inspections, and contractor oversight across engineering, procurement, fabrication, and construction phases.
  • Solid understanding of international codes and standards (ISO, ASME, API, AWS, NACE), with the ability to apply them practically across multi-discipline projects.
  • Proven experience in reviewing and validating technical documents (WPS, PQRs, ITPs), source inspections, and managing quality deliverables for critical packages.
  • Proficient written and spoken English.
  • Computer literate.
  • Good interpersonal and essential Leadership skills to manage the relationship with key stakeholders.
  • Data analysis and reporting skills.
  • Ability to work as a delegate to Lead and provides required guidance and technical support to the team.
