What are you going to do

We are seeking an experienced Senior Procurement Engineer to support the offshore Project from our Singapore office. The successful candidate will oversee full‑cycle procurement for major project packages, ensuring alignment with project specifications, timelines, and cost objectives. This role requires strong technical knowledge, commercial acumen, and hands-on procurement experience within the Oil & Gas/EPC sector.

Key Responsibilities

  • Develop and implement procurement strategies for assigned packages in line with project schedules, specifications, and budgets.
  • Prepare, issue, and evaluate RFQs, including Technical Bid Evaluations (TBE) and Commercial Bid Evaluations (CBE).
  • Lead commercial and contractual negotiations to secure competitive and compliant supplier proposals.
  • Coordinate with Engineering, QA/QC, and other project stakeholders to ensure technical compliance of procured materials and equipment.
  • Manage the entire procurement cycle — bid clarification, PO issuance, expediting, inspection coordination, logistics, delivery, and documentation close‑out.
  • Monitor supplier performance to ensure compliance with technical requirements, delivery timelines, and quality standards.
  • Ensure all procurement activities adhere to company procedures, ethics policies, and project-specific guidelines.
  • Prepare regular procurement status reports and highlight risks, delays, and critical issues to management.
  • Support vendor qualification, pre‑award meetings, kick‑off sessions, and post‑award follow-ups.
  • Mentor junior procurement staff and contribute to process improvement initiatives.
  • Diploma/Degree in Engineering, Supply Chain Management, Business Administration, or a related field.
  • 8–12 years of procurement experience within Oil & Gas, EPC, offshore, or large‑scale construction projects.
  • Strong background in package procurement, technical–commercial evaluation, and vendor management.
  • Experience with offshore or brownfield rehabilitation projects; Middle East experience is advantageous.
  • Familiarity with international procurement standards.
  • Prior experience working within multidisciplinary EPC project environments.

Skill Requirements

Technical Skills

  • Strong knowledge of procurement processes, contract terms, and commercial negotiation.
  • Proficiency in preparing and evaluating RFQs, TBEs, CBEs, and supplier qualification documents.
  • Ability to interpret engineering drawings, datasheets, and specifications.
  • Experience with ERP systems, procurement tools, and document control platforms.
  • Solid understanding of expediting, logistics, inspection, and supply chain risk management.

Soft Skills

  • Excellent negotiation, communication, and stakeholder management capabilities.
  • Strong analytical and problem‑solving skills with the ability to manage multiple packages concurrently.
  • High attention to detail, strong follow‑through, and a proactive working style.
  • Ability to perform in a fast‑paced environment under tight project timelines.
  • Leadership traits with experience guiding and mentoring junior team members.
  • Strong documentation and reporting competencies.
