Introduction

  • Responsible for all aspects of Pre-EPC (ITT development, evaluations, vendor verification, etc.) for all projects.
  • The role will ensure that Quality Management System (QMS), requirements for Flawless Execution are updated based on the latest lessons learned, applicable international standards and incorporated during the Front-End Engineering Design (FEED).
  • Also, responsible for Issuance of Instruction to Tender (ITT), Bid Evaluation Process(es), and for any step/process needed up to award.
  • The role is also responsible for Quality Assurance /Quality Control Management of Pre-EPC Purchase Orders for Long Lead Items (LLI’s) and High Value Items (HVI’s) up to novation to the Contractor.
  • Challenges include: (a) working under pressure to provide necessary oversight while meeting excellence in Quality Assurance and transparency for all shareholders; (b) establishing, revising, managing and enforcing the implementation of the Quality Management System for all projects.
  • High visibility to Project Management Teams and Contractors, recognizing the criticality and the timing of the responsibility, which may cause significant delays and cost if errors are committed.
  • Ensure resolution of issues to the satisfaction of the stakeholders.
  • Ensure that all contractors, subcontractors, vendors, sub-vendors will meet all applicable quality requirements and will complete all Pre-EPC activities flawlessly, on time and budget.

What are you going to do

  • Liaise with Quality, PMTs, ensuring that all appropriate specifications and Lessons Lernt are identified and implemented within ITT Technical Evaluation Criteria (TEC), and that all Quality Assurance & Control within ITT.
  • Provide Quality evaluation and input for Instruction to Tender (ITT) Kick of Meeting (KOM) Bid Evaluation process, Tenderer’s and COMPANY clarifications, Tender Bulletins (TB) and SWOT (Strengths, Weaknesses, Opportunities and Threats pertaining to Tenderer(s) submissions.
  • Provide leadership and guidance on all quality management related matters, especially how the project contracting strategy will impact the approach to implementing quality management in the later stages of a project.
  • Facilitate Material and Equipment Criticality Rating Evaluation to identify quality requirements during FEED and Detail Design Phase and develop Quality Intervention Plans for procured items
  • Establish Quality Assurance requirements for Long Lead Items (LLIs) Pre contract Award, and manage up to point of Novation to Contractor
  • Ensure that the comprehensive Quality Management requirements are defined and included in any contracts and/or purchase orders placed by PMT for LLI and Produce a Close Out Report for COMPANY Issued and managed LLIs.
  • Responsible for Implementation and management of Quality for Long Lead Items (LLIs) pre contract award and manage up to point of Novation to Contractor in relation to CPQ1, CPQ2, CPQ3 and CPQ4.
  • Prepare Work Orders for Third Party Inspection Services (TPIS) for LLI’s and management of COMPANY intervention points (TPIS) for LLI equipment up to Novation to EPC
  • Quality Learning and Sharing: - Responsible for maintaining Audit Universe and Nonconformance Power BI Dashboards until handover to PMT head of Quality
  • Quality Learning and Sharing: - Participate in Projects Quality Steering Group Meetings (QSTMs) and Lessons Learned Meetings for knowledge transfer and capture.

Essential skills and knowledge 

  • Bachelor’s degree in Sciences or Engineering.
  • 8 years experience in Quality in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
  • Experience with Oil & Gas companies, Contractors, or Service Companies. Experience working in large scale operating organizations in Operations, Projects, etc. Knowledge of relevant Quality Systems, specifications, and tools. Knowledge of Industry standards.
  • Experience with developing, implementing Quality Management in accordance with ISO 9001 Quality management Systems - Requirements ISO TS 29001 / API Q-1 Specification for Quality
  • Programs for the Petroleum, Petrochemical and Natural Gas Industry & API Spec. Q2, Quality Management System for Service Supply Organizations for the Petroleum & Natural Gas Industry
  • Detailed Knowledge and qualification in ISO and (or) API Q1 quality audit program
  • Experience in Tendering, Bid Analysis and Contract Award process(es)
  • Risk Management skills - ability to identify and assess quality-related Risks
  • Strong analytical, organizing and planning skills.
  • Strong problem-solving skills.
  • Fluent in written and spoken English.
  • Strong communication skills and ability to interact at all levels.
  • Strong interpersonal and influencing skills.
