The QA/QC Lead Engineer ensures comprehensive quality assurance and control across all phases of the project. This role leads the implementation, inspection, and compliance with specifications and standards, establishes and optimises owner-aligned quality systems, resolves quality issues, and supervises the accuracy of inspection data. The position also enhances team competency through training and coordination, manages NCR closure and audits, and promotes owner alignment through effective communication and quality workshops.

Key Responsibilities

  • Lead and oversee the implementation, control, inspection, and testing of project quality requirements to ensure compliance with specifications.
  • Manage and coordinate site quality issue resolution, addressing cross-stakeholder challenges and ensuring adherence to project quality processes.
  • Monitor and manage the close-out of Non-Conformance Reports (NCRs), organise meetings for NCR resolution, and conduct regular statistical analysis and reporting.
  • Assign and train QC personnel, ensuring mastery of project requirements and leading quality-related training programmes.
  • Conduct welder qualification tests, compile weld and material traceability records, and review NDT, dimensional control, and PWHT test reports.
  • Maintain and oversee inspection/test data to ensure audit-ready documentation.
  • Liaise proactively with Third-Party Inspectors and Client to align inspections and complete onshore inspection activities.
  • Establish owner-aligned quality frameworks and develop project quality systems and process standards.
  • Prepare and review quality plans, management procedures, and technical documents for all project sectors.
  • Organise and lead Criticality Rating Workshops and collaborate on engineering technical workshops.
  • Review and sign off on quality standards in procurement contracts and provide strategic support for subcontracts.
  • Prepare and review audit reports, track closures, submit quality reports, and conduct KPI analysis as per contract requirements.
  • Bachelor’s degree in related engineering discipline.
  • Minimum twelve (12) years’ QA/QC experience in oil & gas, petrochemical, infrastructure, or communication projects.
  • At least two (2) years’ management experience in establishing, operating, and maintaining a quality management system to international standards.
  • Preferably a Registered Lead Auditor (IRCA, RABQSA, or equivalent).
  • Specific qualifications in the project’s predominant discipline (e.g., piping, pipelines, mechanical works).
  • Welding Inspection Qualification (CSWIP 3.1, AWS-CWI, or IWE) or equivalent, plus ASNT–TC-1A Level II or PCN Level.
  • Minimum five (5) years’ experience in inspection of construction activities in relevant sectors.
