The Senior Procurement QA/QC Engineer is responsible for ensuring that all procured materials, equipment, and packages comply with project specifications, international standards, and approved Quality Management Systems. This role oversees supplier quality activities, coordinates with third-party inspection agencies (TPIA/TPCA), and enforces procurement quality requirements from pre-award to post-delivery.

Key Responsibilities

  • Conduct pre-qualification assessments of suppliers and manufacturers.
  • Ensure supplier compliance with Preferred Manufacturer List (PML) or manage deviation requests.
  • Review and approve supplier quality plans, ITPs, and manufacturing procedures.
  • Participate in technical clarification meetings and provide QA/QC input during bid evaluations.
  • Review vendor exceptions and deviations for alignment with project quality requirements.
  • Support preparation and approval of Technical Deviation Requests (TDRs).
  • Review Inspection and Test Plans (ITPs) for procurement packages.
  • Coordinate and witness inspections, tests, and certifications at supplier premises.
  • Liaise with TPIA/TPCA agencies for inspection scheduling and execution.
  • Review and endorse inspection reports, release notes, and certification documents.
  • Ensure non-conformities are documented, reported, and resolved promptly.
  • Maintain comprehensive records of supplier quality activities and certifications.
  • Submit regular procurement quality status reports to the Project Quality Manager.
  • Verify material certifications (e.g., EN 10204 Type 3.1/3.2), traceability, and compliance.
  • Conduct or coordinate material receiving inspections and resolve discrepancies.
  • Ensure proper handling, storage, and preservation of materials at supplier and site locations.
  • Bachelor’s degree in Mechanical, Materials, or related engineering discipline.
  • Minimum 10 years’ experience in supplier quality assurance within oil & gas, petrochemical, or energy projects.
  • Strong knowledge of international codes and standards (ASME, API, ANSI, ISO, EN).
  • Experience with inspection and certification processes, including TPIA/TPCA coordination.
  • Familiarity with ISO 9001, CORP-QAL-STD-004, and QatarEnergy project quality requirements.
  • Certification in welding inspection (e.g., CSWIP 3.1, AWS CWI) or equivalent is highly desirable.
  • Excellent communication, reporting, and interpersonal skills.
