Introduction

  • To support the QA/QC Lead in overseeing the execution of quality assurance and control programs across a portfolio of projects, and to act as the key interface between the Project Management Teams (PMTs) and the Projects QA/QC Section.
  • The QA/QC Engineer plays a critical role in resource planning, performance monitoring, inspection coordination, and contractor evaluation.
  • The role ensures optimal deployment of QC resources, balanced workload distribution, and continuous performance tracking of contractors through structured reporting, surveillance, and closure of quality gaps.
  • Leading E&I engineering activities across brownfield projects in live LNG operations, where integration with existing systems, stringent safety constraints, and limited shutdown windows demand robust interface management, phased implementation strategies, and detailed constructability reviews.
  • Translating project requirements into fit-for-purpose E&I designs, ensuring compliance with applicable codes (e.g., IEC, IEEE), LNG standards, and legacy system configurations, while managing obsolescence, material compatibility, and operational constraints in aging infrastructure.
  • Driving interdisciplinary coordination with process, mechanical, and operations teams, to validate E&I deliverables such as cable routing, instrument data sheets, loop diagrams, hazardous area classification, and control logic modifications— ensuring alignment with plant performance and safety goals.
  • Providing technical leadership in resolving complex field issues, including interface mismatches, undocumented installations, and legacy control system limitations, while supporting QA/QC in the resolution of E&I-related NCRs and ensuring closure of critical actions impacting commissioning and start-up readiness

What are you going to do 

  • Establish and support proactive and collaborative working relationships with contractors and applicable third-party organizations.
  • Review the project scope of work, to determine the nature, extent and frequency of quality verification activities. Lead and participate in assigned E&I quality verification activities/program.
  • Coordinate the project quality team meetings, and report project QA/QC metrics to the PMT and the Lead QA/QC Engineer
  • Implement the assigned project QA/QC verification plans to ensure ongoing project compliance.
  • Ensure effective coordination of site and workshop inspection activities and assign adequate COMPANY inspection resources to effectively measure conformance to requirements.
  • Evaluate and monitor the performance of project E&I QAQC Inspectors and identify training requirements to continually improve the performance of the Project Quality Team.
  • Lead the NCR management process for identified non-conformances – including NCR/CAR issue, RCFA, disposition approval and close-out.
  • Identify quality lessons learned and propose suitable corrective actions to improve work processes and prevent further undesirable conditions/ situations.
  • Responsible for project E&I punch-list coordination and close-out prior to mechanical acceptance.
  • Provides the SME support to FEED Package document review and SOW for E&I specific package and multi discipline engineered items.
  • Review the Material Requisitions, Material Approval Documents, Technical Bid Evaluations in conformance with the COMPANY Quality requirements, Specification and expectations.
  • Review and support the Criticality rating assessment for E&I specific materials to complete the Design and Inspection levels with respect to COMPANY quality requirements.
  • Review the Vendor Inspection & Test plan and ensure the Quality Control Program for all testing requirements prior to manufacturing of E&I equipment’s.
  • Review and ensure the selection of E&I equipment’s with respect to Area /Zone classification drawings, Pre-requisite certifications for E&I specific Equipment /materials during the Material Requisition, TBE & MAR stage.
  • Attend the Kick-Off Meeting, Pre-inspection meeting for E& I specific jobs, and involve with Factory Acceptance test, as deemed necessary.
  • Review and selection of Third-party Inspector with E&I experience & knowledge in compliance with QA/QC inspection requirements. Also, provide necessary support for Source Inspection Coordinator
  • Provide support to develop FAT QA/QC inspection checklist prior attending the FAT to avoid the discrepancies at material receiving inspection stage.
  • Participate the Engineering, Procurement and Construction Surveillance program at regular interval as per annual quality verification program and providing necessary E&I inputs.
  • Provide the Inter discipline support to review the technical documents such as - datasheet, General arrangement drawing, Routing layout, SLD, Cause & effect diagram, Schematic, Logic and FAT Procedure from QA/QC perspective.
  • Review the Inspection & Test plan for Site installation works, testing & commissioning works and Site Acceptance Test (SAT) with compliance of COMPANY standard ITP & ITR’s.
  • Implement and uphold the COMPANY health, safety and environment requirements throughout project execution.

Essential skills and knowledge 

  • Bachelor of Engineering in Electrical / Instrumentation Engineering, or suitable equivalent.
  • Certified Quality Auditor (IRCA) is required, with a proven track record in leading external quality audits and performing engineering and procurement assessments. Registration as an IRCA Lead Auditor is preferred.
  • Trade Certificates in Electrical and/ or Instrumentation, preferred.
  • Minimum 10 years of QA/QC experience in the oil & gas industry, with proven expertise in both greenfield and brownfield project environments.
  • Extensive experience managing shutdown projects, preferably within LNG facilities, under live operating conditions and constrained execution windows.
  • Demonstrated capability in conducting QA/QC planning, inspections, and contractor oversight across engineering, procurement, fabrication, and construction phases.
  • Familiar with electrical and instrumentation specific codes and standards (e.g., IEC, NEC, NFPA, BS, NEMA, NETA, ATEX/ IECEX- 60079. etc.).
  • Experience in developing, implementing and managing project quality assurance programs for engineering design, procurement, fabrication, installation, hook-up and commissioning of oil and gas production facilities projects
  • Proficient written and spoken English.
  • Computer literate.
  • Good interpersonal and essential Leadership skills to manage the relationship with key stakeholders.
  • Data analysis and reporting skills.
  • Ability to work as a delegate to Lead and provides required guidance and technical support to the team.
