Ensure project control functions for the project is in line with department business strategy and ensuring the implementation of project scheduling and monitoring processes for the department.
The Project Control Engineer reports to the Project Control Lead and is responsible for the project schedule and associated cost information across all disciplines from feasibility to completion.
The Project Control Engineer reviews and monitors Contractors’ costs, progress and schedule performances.
Develops and implements internal planning, scheduling and cost control procedures, as well as planning and reporting procedures to be followed by Contractors.
Monitors and controls budget figures, cost commitments, expenditure, invoicing and proactively manage the change order process.
Role is concerned with providing assistance to ensure timely execution of a complex offshore brownfield project by providing functional project control knowledge and expertise.
Major challenges are (1) controlling uniformity across enormous projects portfolio for cost and scheduling functions, (2) embedding appropriate uniform procedures for planning, scheduling and cost control functions at LNG projects.
Project involves extensive Subsea pipeline work and job requires experience in similar projects.
Job will require mobilization to offshore marine spread and fabrication yard during execution period.
What are you going to do
Ensure integrated Projects Planning, Scheduling and Cost Control procedures for LNG project, are implemented.
Provide the required review and analysis for the Invoices which will include the review of timesheets, plant / equipment usage reports, quantity measurements and daily manhour reports to ensure application of adequate controls for project related cash payments.
Monitors and endorses invoices / payments certificates by conservatively checking physical achieved work with appropriate backup prior to or during the month of invoice.
Monitors and appraises the performance of the Contractor’s, analyzing quantity production rates, completion of deliverables and productivity index.
Liaises with other members of the project team to determine approved installed quantities and final quantities at completion.
Support projects and contract team in Investigating contractual deviations, ensure timely review, compilation of contracts data in terms of schedule for optimum analysis for EOT assessments.
Track actual costs against the BoQ and budget through the project lifecycle.
Agree with final quantities / cost and resolve outstanding variations/claims.
Flag potential overruns and recommend corrective actions
Conduct on-site measurements to confirm completed works match billed quantities.
Cross check contractor’s claims against site progress and actions
Update cost to complete forecasts and cash flow projections regularly
Maintain clear, organized records of all cost related correspondence, approvals and calculations
Check material, manpower and quantities match the contract specifications before certifying payment.
Assess and certify interim payment applications
Ensure planning, scheduling and cost control processes delivery to meet project objective.
Maintain clear reporting and lines of communication requirements for planning, scheduling and cost control with projects management teams and maintain close working relationships.
Review contractor’s deliverables pertaining to planning package, recovery plans and reporting.
Provide daily progress reports for Onshore / Offshore Campaigns with consolidating and checking consistency of actual data from Contractor and from the construction/fabrication site.
Monitors, evaluates and trends the Contractor’s project controls performance in the area of scheduling, progress, manpower availability, manpower supervision, quantity consumption and provides advice as necessary to assure objectives are achieved.
Assists management in developing/reviewing schedule corrective actions and recovery plans and makes sure needed actions/plans are implemented.
Analyses Contractors' schedule trends, critical paths, scope changes and maintains accurate forecasts of contract completion dates.
Validates actual dates in Contractors Level III schedule based on achieved installation quantities and reviews remaining durations based on daily quantities consumption, available Manpower, Equipment / Bulk Material Schedule and remaining Scope of Work.
Assess results and identify workarounds in case of delays.

Responsible to provide “As-Built” schedules, actual Manpower and final installed quantity statistics to feed Company Database
Establish performance analysis process leading to benchmarking and increased awareness of best practice pertaining to base business in projects control functions.
Monitor, analyses and challenge Contractor Cost information, Change Order and Trend estimates and assist in assessment and challenge of Contractor claims
Essential skills and knowledgeÂ
Bachelor’s degree in Engineering.
7 years’ of multi-discipline experience in the oil & gas industry with special emphasis in planning, scheduling and cost control across the project phases.
A high level of proficiency in written and spoken English.
Computer literacy involving the regular use of professional office Applications, planning software (i.e. Primavera etc.) and some technical applications.
