We are seeking an experienced Program Site Manager to lead and oversee multiple FPSO project execution activities within a major fabrication and integration yard in Tianjin. This role is responsible for the overall management, coordination, and delivery of several concurrent projects, ensuring safe execution, quality performance, schedule adherence, resource optimization, and stakeholder alignment.

The Program Site Manager will serve as the senior site leader, acting as the key interface between project directors, engineering, procurement, construction, commissioning teams, shipyard management, clients, and subcontractors. The position requires extensive FPSO experience, strong leadership capability, and the ability to manage multiple large-scale offshore projects simultaneously.

Key Responsibilities

  • Provide overall leadership and governance for multiple FPSO projects executed within the fabrication yard.
  • Establish and implement site execution strategies to support program objectives and project delivery commitments.
  • Ensure effective coordination across all projects to maximize resource utilization and yard productivity.
  • Act as the senior site representative for management, clients, and key stakeholders.

Project Execution

  • Oversee construction, integration, mechanical completion, commissioning support, and sail-away preparation activities.
  • Ensure all projects are delivered safely, on schedule, within budget, and in accordance with contractual requirements.
  • Drive alignment between Engineering, Procurement, Construction, Commissioning, and Operations teams.
  • Monitor project performance and implement recovery plans where required.
  • Promote and maintain a strong HSE culture throughout the site.
  • Ensure compliance with company, client, regulatory, and shipyard safety requirements.
  • Drive quality performance and ensure projects meet applicable industry standards and specifications.
  • Lead incident investigations and implement corrective actions where necessary.

Stakeholder Management

  • Manage relationships with clients, shipyard management, subcontractors, and third-party stakeholders.
  • Lead regular management reviews and project progress meetings.
  • Provide timely reporting on program performance, risks, opportunities, and key milestones.
  • Optimize utilization of manpower, equipment, facilities, and subcontractor resources across multiple projects.
  • Support workforce planning and recruitment strategies for project execution.
  • Mentor and develop construction managers, site managers, and project leadership teams.

Risk & Commercial Management

  • Identify and mitigate project execution risks.
  • Support contract administration, change management, and claims resolution activities.
  • Collaborate with project controls and finance teams to manage costs and improve performance.

  • Bachelor's Degree in Engineering, Naval Architecture, Marine Engineering, Construction Management, or related discipline.
  • Minimum 20 years of experience in offshore Oil & Gas, EPC, shipbuilding, or marine construction projects.
  • Minimum 10 years in senior project, construction, site, or program management roles.
  • Extensive FPSO project experience, including topsides fabrication, module integration, hull conversion, and commissioning.
  • Demonstrated experience managing multiple large-scale projects within a fabrication yard or shipyard environment.
  • Strong understanding of EPC project execution and offshore project delivery.
  • Familiarity with international industry standards including API, ASME, ISO, ABS, DNV, and offshore regulations.
  • Proven track record of leading multinational teams and managing complex stakeholder environments.
  • Fluent English communication skills, both written and spoken.
