Introduction

  • This position is responsible for pre-commissioning and commissioning plans to ensure safe and reliable transition into start-up.
  • This position will also ensure that pre-commissioning and commissioning plans are aligned with contract requirements.

What are you going to do

  • Engineering and Procurement Phase
    • Ensures that appropriate operating needs are met to ensure plant pre-commissioning, commissioning and start-up philosophy can be followed.
    • Participates in equipment design and review when necessary.
  • Construction, Commissioning & Start-up Phase
    • Ensures startup team has sufficient resources to execute commissioning and startup schedule targets and communicates to Polyethylene Operations Team Leaders any changes to project commissioning and startup schedule if they arise.
    • Ensures startup team executes commissioning and startup within budget and communicates in a timely manner to Polyethylene Operations Team Leaders any justification for additional resources as needed.
    • Communicates and executes plant commissioning and startup schedule.
    • Ensures Contractors are within Contract compliance, in delivering project as per project specifications and EHSS standards and procedures
    • Reviews and comments on Contractors Plan to achieve Final Acceptance, including documentation requirements, flow and approval process, database and management, inspection test reports and Certificates acceptance and approval, as well as dossiers and master database compilation, approval, and table of contents
    • Reviews and comments on Contractor progress tracking and completion methodology, including punch lists, and punch list category assignment
    • Reviews and approves Contractor flushing, blowing, cleaning, and drying plans and procedures
    • Facilitates a seamless transition from Construction to Commissioning, care, custody and control.

Essential skills and knowledge 

  • Bachelor’s degree in Mechanical, Electrical, Chemical, or Process Engineering (or equivalent technical discipline).
  • Minimum 10–20 years in oil & gas, petrochemical, or large-scale industrial projects.
  • At least 10 years in pre-commissioning and commissioning planning roles.
  • Proficiency in Primavera P6 and other planning tools.
  • Knowledge of industry standards (API, ASME, IEC) and HSE regulations.
  • Strong understanding of systems completion, mechanical completion, and commissioning workflows.
  • Experience with P&IDs, system/subsystem breakdown, and tagging hierarchy.
  • Advanced skills in Primavera P6, MS Project, and MS Excel.
  • Familiarity with completion management systems
  • Strong analytical and problem-solving abilities.
  • Excellent communication and coordination skills for multi-disciplinary teams.
  • Ability to work under pressure and meet tight deadlines.
  • Knowledge of safe commissioning practices and permit-to-work systems.
