Introduction

  • Responsible for overseeing Marine engineering discipline and FEED/Contractor in delivery of all aspects of marine design to ensure technical objectives are met within the approved scope, budget and schedule.
  • Ensures technical requirements such as project specifications, data sheets, procedures, etc. developed during FEED and fully comply with project requirements.
  • Lead marine engineering, planning, and project execution from design to startup.
  • Manage and provide clear guidance to the FEED and contractor and facilitate resolution of technical issues to complete marine engineering activities to meet project objectives and milestones.
  • Provide engineering surveillance on FEED and marine related deliverables.
  • Monitor discipline schedule and progress.
  • This position is dynamic and requires high commitment and responsibility to ensure all technical activities associated with the marine engineering discipline, and all third parties such as vendors, consultants, sub-contractors etc. are executed to Project’s specifications and LNG requirements.
  • This could involve technical evaluations, including risk-based evaluation of complex engineering issues, resolution of marine related matters with significant project execution and / or commercial impact to ensure optimum outcomes that meet technical and execution expectations.
  • Major challenges for this role include (1) develop Ship Catalog for the range of typical vessels used for export of LNG/LPG/Sulphur granules etc. (2) effectively guide FEED and contractor, including vendors and subcontractors and pre-comm/comm team to produce timely deliverables to meet project milestones (3) maintaining constructive working relationship with FEED/contractor, including vendors and marine subcontractors to ensure delivery and execution of work scope in accordance with project specifications/requirements. (4) maintaining good relationships with stakeholders (e.g., RLIC, Operations, quality, engineering, construction) to ensure alignment of marine work execution.

  • Perform as a safety leader through setting and exhibiting the highest safety standards of behavior and actions to the workforce.
  • Actively participate in Toolbox Talks, Task Instructions and site safety walkthroughs.
  • Deliver high quality marine expertise, innovative solutions, ensure marine engineering activities are conducted in accordance with local regulatory/RLIC requirements, codes and standards, project specifications and industry practices.
  • Ensure that Contractors / Subcontractors are conducting marine engineering design in accordance with project requirements, specifications, and safe practices.
  • Resolve marine related discipline issues timely to ensure engineering designs meet Project’s expectations and objectives.
  • Ensure approved marine/design recommendations and programs are utilized by the Project to improve design integrity, reduce inefficiencies, and maintain high safety and risks standards.
  • Steward Contractors’ marine related design and execution activities in accordance with specifications, verify adequacy of Contractor resources and personnel competency for the tasks, employment of appropriate tools including use of approved technical software.
  • Coordinate and analyze discipline issues for resolution.
  • Provide marine engineering input to other engineering disciplines, construction, procurement, Quality etc. as necessary.
  • Support FEED, commissioning and system completion activities and make appropriate recommendations to management on civil structural discipline matters.
  • Tracking and reporting of the request received from RLIC port authority for issues related to the berth area and dredging works.
  • Monitor Contractor progress within the area of responsibility.

Essential skills and knowledge 

  • Bachelor’s degree in sciences, marine disciplines, or engineering or Diploma in marine or nautical disciplines, and STCW II/2, STCW III/2 Certification
  • 8 years seagoing experience as a shipboard engineer or sea office, including 1 year as Chief Engineer or Master.
  • Knowledge of oil and gas industry bodies, national and international maritime and shipping regulations.
  • Knowledgeable in International Maritime Regulations, Codes and Standards.
  • Experienced in handling and managing offshore marine units operating in the oil and gas industry.
  • Experience in berth design and Seabed dredging is an advantage.
  • Brownfield engineering and execution knowledge
  • Experience in berths design and marine related studies/simulations including metocean studies, hydrodynamic and current studies, dynamic mooring analysis, etc.
  • Experience in LNG and/or liquid product berths is preferred
  • Experience with marine piles
  • Fluent in written and oral English.
  • Strong analytical, organizational, coordination and planning skills.
  • Good communication skills and ability to interact / interface at all levels.
  • Good mediation skills including conflict resolution, problem-solving, creative thinking, influencing and empathy
  • Familiar with marine related software such as Optimoor
  • Deep knowledge of industry codes, standards and practices for marine discipline
  • Safety, Health, Environmental and Security (SHES) focused
  • A team player with a strong drive to supporting others.
  • Information and knowledge sharing across engineering disciplines
  • Works with integrity and ethically, self-confidence.
  • Has a proactive approach.
  • Knowledge sharing and mentoring of others
