Provide advice on cost management including estimating, forecasting, reporting, allocation, planning and stewardship for costs and expenditures within Onplot Projects.
To maintain Shareholder cost estimate confidence throughout the duration of the project by developing detailed cost planning models, analysis and reports to advise, guide and recommend appropriate changes to processes and procedures to meet business requirements.
Major challenges include (i) operating in a dynamic team environment in a highly visible project with large capital expenditure and significant schedule execution pressures and (ii) delivering accurate and flawless performance in respect to safety, quality, cost and schedule demonstrating multi-tasking, flexibility and initiative to meet evolving business needs.
What are you going to do
Develop efficient cost services and provide expert advice on cost estimating, forecasting, accounting, allocation, planning, reporting and control issues to ensure effective processes are utilized throughout the project life cycle.
Lead the financial input into Funding Packages submittals such as Advance Commitments (ACs), Full Funding (FF), Supplementary Funding whenever required and recommend budget transfers to ensure that all necessary funding is provided, and Project Cost at Completion is aligned with the approved budgets.
Develop and maintain benchmarking (manhour, cost, productivity, etc.) database to provide support for estimating requirements as required.
Estimate and challenge the cost for potential change orders/claims by the FEED/ Contractor.
Forecast cost estimates and prepare annual Work Program and Budget (WP&B) taking full consideration of project scope, progress achieved and pending to complete scope.
Conduct probabilistic cost risk analysis to determine contingencies and accuracy ranges.
Facilitate the monitoring of contractors and project’s cost performance compared to agreed control plans and recommend corrective plans as required during project execution with the appropriate PMT personnel.
Monitor, review and endorse Contractor deliverables in terms of VOWD reporting, Trend Management and Earned Value Analysis.
Advise Project Leadership Team of potential cost issues as early enough to mitigate, provide guidance on corrective actions and measures to mitigate any adverse trends.
In conjunction with Head Project Controls develop and implement corrective actions and recovery plans ensuring these are implemented in a timely manner.
Verify Project Commitments in line with approved budgets and ensure all change orders are dully submitted (about contractual compliance) and are subject to proper Management approval.
Develop in-house cost reporting solutions for managing Project Cost ensuring accuracy, integrity and consistency of data.
Provide support for tenders’ technical evaluations during Pre-EPC phase by developing Tender Evaluation Plans, facilitating and coordinating the technical evaluation process, and developing Technical Bid Evaluation reports.
Essential skills and knowledgeÂ
Bachelor’s degree in business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics or Statistics.
10 years’ experience in business related function or discipline, including 6 years in the Oil & Gas Industry, and 2 years’ experience in a supervisory or acting role, or oversight of contractor/subcontractors/service/vendor personnel.
Experience with Oil & Gas Companies, EPC contractors, subcontractors, vendors, or service companies involved in the oil and gas industry.
Strong knowledge in project business related function/discipline such as planning, scheduling, cost control, estimating, claim management, risk management, change management, procurement, pre- and post-award contract management, actionable and informative reporting, support services, lessons learned, etc.
Experience managing business functions/discipline.
Extensive knowledge in international standards, best practices and methodologies as it relates to business disciplines.
SME level competence in cost estimating discipline.
Knowledge of relevant business processes/procedures.
Experience with risk assessment approach in decision making.
Strong knowledge of relevant software and computer skills, e.g., dashboards, data analytics, SAP, etc.
Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
