  • Leader of SIMOPS planning and execution. Leads PMT effort to support the Contractor to timely complete SIMOPs and related site work management procedures (PTW, LOTO) and drives the field execution and auditing of the processes.
  • Ensures proper coordination and communication is in place and continuously engages with all stakeholders (Construction, PCC, SHEs, Operations) from PMT, Contractor and sub-contractors within scope and interface scopes. Supports Contractor/Sub-Contractor to perform SHES assessments (HAZIDs, Risk Assessments, etc) when required to ensure proper management of SIMOPs risks.
  • There are many sub-contractors and two prime Contractors which need to be engaged with to ensure safe co-existence and execution.
  • Dealing with multiple parties, experiences, and cultures. Bringing all the parties to the table regularly to identify, discuss and action SIMOPs activities.
  • Managing a large facility with multiple sub-contractors and having significant parallel construction, pre-comm, comm activities.
  • Dealing with a mature Operations organization, especially after the first train handover.

About this role

  • Leads the project SIMOPS management, including relevant site work management processes such as LOTO, JSAs and PTWs. Shall be flexible and team orientated. Supports Construction, SHEs and Commissioning Managers as the leader and owner SIMOPS execution process.
  • Works closely with other disciplines including SHEs, Commissioning and Start-Up groups.
  • Supports the CONTRACTORS’ and SUBCONTRACTORS’ SIMOPS, LOTO and PTW execution activities and participates with Contractor/Sub-Contractor on periodic system audits to ensure health of the system and works with them to close any gaps.
  • Ensures Contractor and sub-contractors keep KPIs and reviews these to determine if the system if delivering a safe site condition.
  • Leads the development, implementation, and maintenance of SIMOPS, LOTO and PTW related documentation, and reviews relevant CONTRACTOR and SUBCONTRACTOR technical documentation, as required. Ensures these procedures are completed on time to support execution.
  • Champion on-site SIMOPS, LOTO and PTW awareness and safe performance with CONTRACTORS and among PMT. Actively visits site to assess work management procedures and provides leadership to CONTRACTORS and its SUBCONTRACTORS to ensure SIMOPS, LOTO and PTW procedures and systems are fully understood by all.
  • Supports the establishment and maintenance of strong safety cultures in line with the LNG and Project vision, mission and values. Supports and promote the project Observation & Intervention program and other site safety programs.
  • Liaise with internal/external groups as and when required in coordination with Division Managers, e.g. LNG Major Projects, OES, OpCo, HSE&Q, CONTRACTORS, SUBCONTRACTORS, RLC, etc.
  • Demonstrates strong leadership and attends field activities to build the safety culture and continual improvement on the project, through all phases of the work, but specifically during SIMOPS phases. Participates in relevant coordination meetings (e.g. PTW, SIMOPS, ALTs) as needed, and participates in site safety reviews, walkthroughs, audits, pre-start up safety reviews, SHES assessments.
  • Leads the development of the post HA-1 SIMOPS bridging document to detail out how SIMOPS will be managed with Train 8 running while Train 9,10&11 are under construction.


  • Bachelor’s degree in engineering or proven SIMOPS management experience/track record or 20 years of experience
  • Minimum of 8 years of field experience of SIMOPs execution within the oil and gas industry.
  • SIMOPs execution experience on large oil and gas or LNG complex, fast track green field projects with multiple Contracts and execution teams, in a multicultural environment.
  • Desired experience in operations and brownfield SIMOPs planning and execution.
  • Knowledge and understanding of LNG and associated facilities operation, execution of construction, pre-comm and commissioning activities.
  • Prior experience in the State of Qatar or the Middle East would be a plus.
  • Excellent written and spoken English skills. Arabic speaking would be a plus.
  • Excellent organizational, planning and reporting skills.
  • Strong technical and analytical skills.
  • Computer literacy involving the regular use of professional office and technical applications.
  • Strong ownership, accountability, and perseverance
  • Strong communication, presentation and interpersonal skills
  • Proper mindset to make the Contractor/Sub-Contractors successful.
  • Proven leadership experience leading teams to deliver execution of SIMOPs.
