Introduction

  • Provide expertise and support the QA/QC implementation under Operations department involving quality of engineering, design, procurement, construction, installation of new equipment and repair, modifications of onshore and offshore facilities, consistent with the Codes, Standards, Specifications and Company Policies and Procedures.

What are you going to do

  • Coordinate the activities of QA/QC Inspectors, contract hired engineers/inspectors and NDT Technicians, in compliance with procedure requirements.
  • Conduct metallurgical failure analysis on failed plants or offshore components to establish the cause of failure and recommendations.
  • Provide expertise and support for QA/QC matters related to procurement of materials and equipment.
  • Review purchase requisition for inspection and certification requirements, technical bid evaluation, appointment of Third-Party Inspection (TPI) inspectors and ensure the inspection of material receiving at warehouse.
  • Analyze and review all critical repair instructions including Welding Procedure Specification (WPS), Procedure Qualification Records (PQR) and QA/QC reports that are generated by QA/QC inspectors and engineers, listing alternative testing and inspection methods as applicable for repair or modification.
  • Participate and provide necessary inputs for startup readiness, lessons learnt, Formal Risk Assessment (FRA), Engineering Management of Change (EMOC) and Root Cause Failure Analysis (RCFA) from QA/QC perspective.
  • Provide technical input on the Scope of Work (SOW) for maintenance contracts related to repair and modification works, participating in Technical Bid evaluations for the contracts, reviewing all Contractor documents and ensuring compliance with QA/QC requirements.
  • Coordinate and perform technical audits as requested on suppliers' and contractors' Quality Management Systems, providing technical evaluation and recommendation, conducting follow-up for the observations and corrective actions. Promote quality awareness among Maintenance, Supply Department and Contractors through training, knowledge sharing, and procedure roll out sessions.
  • Plan and ensure timely execution of inspection and certification of Gas Cylinders, Portable Tanks and Lifting Equipment as per QA/QC section KPI.
  • Communicate understanding of policies and procedures for Project and Plant QA/QC, e.g., material receiving inspection and control of welding, assisting in revision or updating of the same including support for various other QA/QC procedures.
  • Provide support to Operations Readiness Plan (ORP) process, following up on deliverables, meeting milestone target dates and ensuring proper handover/completion as per Company policy and procedure.

Essential skills and knowledge 

  • Bachelor's degree in engineering.
  • Professional certifications in Welding, NDT, Inspection or Auditing.
  • 4 years' experience in QA/QC related activities with the oil and gas industry.
  • Conversant in the field of design, engineering, procurement, fabrication, inspection and installation of process equipment and piping, including troubleshooting of welding and QA/QC issues.
  • Proficient in written and spoken English.
  • Computer literate.
  • Good interpersonal and leadership skills.
  • Data analysis and reporting skills.
  • Ability to provide required guidance and technical support to the team.
