What are you going to do

We are seeking an experienced TAR & Project Engineer to support the planning, coordination and execution of plant turnaround (shutdown) activities and plant improvement projects within a major industrial gas facility on Jurong Island. The successful candidate will be responsible for developing turnaround work scopes, coordinating multidisciplinary teams, managing contractors, monitoring project schedules and ensuring safe, quality and timely delivery of turnaround and project activities. The role will also support minor CAPEX, reliability improvement and plant modification projects, including commissioning and close-out activities. During turnaround periods, the incumbent may be required to support day or night shift execution activities.

Key Responsibilities

  • Develop and manage turnaround worklists and execution plans.
  • Prepare detailed work packages, methodologies and resource requirements.
  • Coordinate engineering reviews, permits, drawings and technical documentation.
  • Support turnaround scheduling, readiness reviews and risk assessments.
  • Coordinate procurement of materials, equipment and specialist services.
  • Monitor turnaround execution, contractor performance and project milestones.
  • Identify schedule risks and implement recovery plans where required.
  • Resolve technical issues in collaboration with Operations, Maintenance and Engineering teams.
  • Support shutdown, startup and commissioning activities.
  • Coordinate minor CAPEX, reliability improvement and plant modification projects.
  • Manage contractors and vendors to ensure safe and efficient execution of work.
  • Monitor project costs, manpower utilization and budget performance.
  • Participate in post-turnaround reviews and continuous improvement initiatives.
  • Degree in Mechanical Engineering or a related engineering discipline.
  • Minimum 5 years of maintenance, turnaround, shutdown or project engineering experience in the Oil & Gas, Petrochemical, Chemical, Industrial Gas or Process industries.
  • Experience supporting at least two major plant turnarounds/shutdowns.
  • Knowledge of rotating equipment such as steam turbines, compressors and pumps.
  • Knowledge of static equipment including pressure vessels, boilers, piping systems, tanks and valves.
  • Familiarity with engineering standards such as API and ASME.
  • Experience coordinating contractors, vendors and multidisciplinary maintenance activities.
  • Strong planning, project coordination, problem-solving and communication skills.
  • Proficient in Microsoft Office applications.
  • Willing to work on Jurong Island and support shift-based turnaround activities when required.
  • Experience using Microsoft Project for planning and scheduling is advantageous.
  • Knowledge of SAP Enterprise Asset Management (SAP EAM) is preferred.
  • Experience in Gas Processing, Air Separation Unit (ASU), Steam Methane Reformer (SMR) or similar process plants will be an added advantage
