What are you going to do

Our client is a leading EPC contractor supporting a major offshore energy project in Singapore. The Site Purchaser will act as the procurement representative at site and be responsible for purchasing materials and services in a timely, cost-effective and ethical manner to support project execution. All activities shall be performed in accordance with the company's procurement procedures and management systems.

Key Responsibilities

  • Purchase materials and services in a commercially sound and ethical manner in accordance with project requirements.
  • Prepare and issue enquiries to suppliers and verify the completeness of purchase requisitions.
  • Review and analyse supplier quotations in collaboration with project stakeholders and procurement personnel.
  • Organise and lead pre-award and clarification meetings with suppliers.
  • Prepare bid evaluations and negotiate pricing, delivery schedules, commercial terms and conditions.
  • Recommend the most commercially advantageous sourcing solutions.
  • Perform desk expediting activities to ensure timely delivery of materials and services.
  • Prepare and issue weekly procurement status reports covering all purchase transactions.
  • Coordinate supplier visits to site for installation, commissioning, troubleshooting, technical support and warranty-related activities.
  • Support supplier performance evaluations and maintain supplier performance records.
  • Review and verify supplier invoices accurately and in a timely manner.
  • Ensure proper close-out of purchase orders, including supplier evaluations and documentation.
  • Maintain accurate procurement records, reports and purchasing documentation.
  • Work closely with engineering, construction, logistics and project teams to support site activities.

Requirements

  • Diploma or Degree in Supply Chain Management, Procurement, Engineering, Business or a related discipline.
  • Minimum 5 years of procurement experience within EPC FPSO project environments.
  • Experience supporting project-based procurement and construction site operations.
  • Strong understanding of purchasing, expediting, supplier management and commercial negotiations.
  • Experience evaluating quotations, preparing bid evaluations and managing purchase orders.
  • Familiarity with supplier performance management and procurement reporting.
  • Good communication, stakeholder management and coordination skills.
  • Proficient in Microsoft Office and procurement systems.
  • Fluent in written and spoken English.
  • Site-based position located in Tuas Boulevard Shipyard.
  • Candidate is required to arrange their own daily transportation to site.
  • Start Date: 1 August 2026
  • Contract Duration: Until 30 September 2027
  • Work Schedule: 6 days per week 10 hours per day
  • Annual Leave: 7 days per annum.
  • Medical Leave: 14 days per annum.
