Introduction

The position will lead and support the implementation of HSSE programs with a strong focus on Process Safety Management. This role ensures compliance with Malaysian regulations, PETRONAS guidelines, and international standards Acting as a technical authority, the engineer will conduct risk assessments, lead safety reviews, and support project and operations teams to ensure safe, reliable, and compliant operations.

What are you going to do 

The Senior HSSE Process Safety Engineer will lead and support the implementation of Health, Safety, Security, and Environmental (HSSE) programs with a strong focus on Process Safety Management (PSM). This role ensures compliance with Malaysian regulations, PETRONAS guidelines, and international standards (e.g., OSHA, API, CCPS, ISO). Acting as a technical authority, the engineer will conduct risk assessments, lead safety reviews, and support project and operations teams to ensure safe, reliable, and compliant operations.

MAJOR DUTIES & RESPONSIBILITIES

  • Develop, implement, and maintain the HSSE Management System in line with local laws, PETRONAS OMS, and international standards.
  • Lead implementation of Process Safety Management (PSM) frameworks across operations, engineering, and projects.
  • Facilitate and lead HAZID, HAZOP, What-If, LOPA, SIL, QRA, and PSSR studies.
  • Conduct incident investigations, root cause analysis, and drive implementation of corrective actions.
  • Perform consequence and dispersion modelling using tools such as PHAST and assess fire, explosion, and toxic risks.
  • Review and develop pressure relief and disposal systems, fire protection requirements, and Fire & Gas detection strategies.
  • Provide process safety input during design reviews (FEED, EPC) and support MOC processes.
  • Execute qualitative and quantitative risk assessments (e.g., Fault Tree, Event Tree, Availability Analysis).
  • Deliver training on process safety tools and contribute to staff HSSE competency development.
  • Promote a positive HSSE culture and act as the focal point for internal and external safety-related communication.
  • Lead internal HSSE audits, support regulatory inspections, and track compliance.
  • Analyze trends in incidents, near misses, and unsafe conditions to improve overall safety performance.
  • Oversee HSSE-related facility systems (e.g., access, lighting, HVAC, fire safety) and ensure a safe workplace environment.
  • Participate in cross-functional meetings and regulatory engagements to represent HSSE priorities.
  • Stay updated on latest industry codes, standards, and process safety developments.

Essential skills and knowledge 

  • Bachelor's degree in engineering, Chemical Engineering, Safety Engineering, Environmental Engineering, or a related discipline.
  • HSSE certifications such as NEBOSH or NIOSH Safety & Health Officer are an advantage.
  • Minimum 12 years of experience in varied operating environments, preferably within international oil and gas companies.
  • Strong knowledge of HAZOP, LOPA, SIL, QRA, and other risk assessment methodologies.
  • Proficient in PHAST, BowtieXP, HYSYS, Flarenet, or similar safety and engineering tools.
  • Familiar with international standards such as API, CCPS, ISO, NFPA, and IEC.
  • Strong leadership, communication, and analytical thinking skills.
  • Fluent in English and Bahasa Malaysia.
