Introduction

Brunel is seeking a experienced Local Content Advisor to join our global client's team in Mozambique. This vital role involves supporting the development and execution of local content strategies and managing contracting activities to ensure full compliance with company standards and local regulations. The successful candidate will play a pivotal role in maximising local workforce and supplier participation.

What are you going to do

The Local Content Advisor will be based in Maputo and will require travel to Pemba, Palma, Afungi area, and project work sites as needed to support and monitor local content performance. This role serves as a key interface between internal stakeholders, suppliers, contractors, and both internal and external partners. A strong focus will be placed on contracts and contractor management to ensure local content objectives are met throughout the project lifecycle.

Key responsibilities include supporting the development and implementation of local content and contracting strategies aligned with business goals, regulatory requirements, and local participation targets. The advisor will integrate local content requirements into multiple high-value contracts, from tender phase through to contract close-out, negotiating optimal outcomes for local content value and tracking these activities diligently. Monitoring contractor compliance and local content performance through regular reporting is essential.

The role demands building and maintaining robust relationships with stakeholders, leading the development of local content components for regulatory support packages, and facilitating effective communication and collaboration across business units, procurement, legal teams, contractors, suppliers, and regulatory authorities. Additionally, mentoring and on-the-job training of local team members form an important part of this position.

Essential skills and knowledge 

- Bachelor's degree in Business Administration, Supply Chain Management, Procurement, Law, Marketing, or a related field.- Minimum of 7 years' experience in local content, contract management, supply chain, or related fields, preferably within the energy, oil and gas, infrastructure, or industrial sectors.
- Strong understanding of contracts management and local content programmes.- Proven ability to align local development initiatives with project objectives.
- In-depth knowledge of Mozambican local content legislation, contracting processes, commercial agreements, and supplier management practices is highly desirable.- Experience engaging with contractors, government authorities, NGOs, local communities, financial institutions, and other external stakeholders.
- Excellent organisational, project management, procurement/contracting, and multitasking skills.- Outstanding attention to detail, analytical thinking, and problem-solving abilities.
- Effective communication and relationship-building skills with strong negotiation capabilities.- Proactive, results-driven mindset.
- Excellent written and spoken English.- Willingness and ability to travel regularly to Pemba, Palma, Afungi area, and project sites.
