Role Purpose
Lead Commissioning Engineer acts as commissioning lead for the assigned system and manage the systemcommissioning from preparation phase to execution phase. Lead Commissioning Engineer reports to Commissioning Manager and is assisted by Commissioning Engineer.
Responsibility:
- During commissioning preparation phase, responsible to attend supplier kick off meetings to roll out package related commissioning requirements,
- Review of supplier documents, review ITR assignment and provide inputs for commissioning schedule.
- Review / Prepare Commissioning system boundary, commissioning procedures and commissioning deliverables
- Review various complex commissioning deliverables, analyze the documents and highlight the shortfalls through vigorous review process and address these shortfallswith the team.
- Review / Develop Onshore & Offshore commissioning Procedures
- To support in developing project deliverables as per project & client requirement.
- Ensure to include Class / SCE & Process safety Performance standard verification activities in Commissioning Deliverables
- Prepare & review of company development work methodology / procedures.
- Support Commissioning Manager and Commissioning Project Engineer in the preparation of required tools, utilities and others for the commissioning activities of the assigned system.
- Review / develop / Approve Commissioning schedule for execution - Review / develop / Approve commissioning scope of work to engage Third party services
- Identify and manage resource requirement to meet schedule and targets.
- Review and Evaluate third party services engagement (Technical) for Commissioning scope
- Leads site execution team on performing pre-commissioning and commissioning activities planned for the assigned systems, managing the interfaces with Construction and Pre-Operations teams, ensuring adherence to Operations safe system of work regarding all the assigned System Commissioning SoW.
- Lead Commissioning Engineer is responsible for successful and safe commissioning of the area / system following the commissioning strategy set by Commissioning Manager.
- Supervise day-to-day commissioning activities are complied with Company’s Standards and Procedures.
- At times may act as a responsible commissioning engineer (owner) for few major systems in the area - Manages commissioning PTW, commissioning engineers, assigned technicians, operations support, supplier support and CLASS witness to execute the approved commissioning procedure including performance standards verification successfully, sign off the test reports and support for the systemdossiers completion until handover.
- Attend FAT & SAT depending on projects requirement
- Commissioning of assigned systems, Functional tests and system certification with Class Society.
- Responsible for verification and close out of all Safety critical elements associated with commissioning.
- Ensure all regulatory and statutory testing and requirements are performed and records are maintained.
- Prepare and maintain commissioning records of site observations, testing processes and checklists
- Perform Risk assessment for the commissioning scope, conduct toolbox meetings
- Ensure that Technicians carry out commissioning activities in a safe and controlled manner in accordance with site procedures and PTW requirements
- Ensure the Preservation & maintenance activities are performed as per company procedure / process in commissioning phase of project.
- Day to day Planning of work, manage schedule & targets of the project as required.
- Execute pre-commissioning and commissioning as per procedure and sign-off respective documents with Client representative for system closure.
- Prepare timely and accurate technical report for management and a reference for future
- Perform offshore commissioning / assist facility startup.
- Lead the team to perform Start-up at offshore following the start-up procedure, stabilization and performance testing.
- Plans and carries out audits of procedures, safety practices and documentation/records with reference to corporate standard procedures to ensure compliance and, identify gaps and training enhancement requirements of team members.
- Work closely with MC Coordinator, Commissioning Coordinator for timely completion of the ITRs, mechanical completion and commissioning completion.
- Coordination with construction team, MC coordinator, commissioning engineers and external vendors, and where necessary with key technicians’ team
- Interact with other engineering departments to obtain engineering and specific vendor documents & details.
- Independently deals with regulatory authority, class, vendors and clients with regards to comments or queries on commissioning deliverables and develops technical/engineering solutions to the issues raised.
- Participates in meetings with the project team to review progress and addresses interface / implementation / execution issues where necessary based on the standard procedures, practices and lessons learnt from past projects to ensure that the project proceeds timely and smoothly.
- Coordination of functional testing of commissioned systems and engaging the Operations team when and where needed.
- Identifies elements of project design, contract and commissioning are likely to give rise to disputes. Provide technical input and directions to mitigate the issues.
- Interact with Suppliers / subcontractors / yards / clients as required for site execution support.
- Ensure to provide Lessons learnt / Improvement Opportunities based on the project experience
- Ensure to incorporate best practices / improvement opportunities as received from past project experience
- Ensure subcontractor / FSR / Third Party services are completed as per planned Schedule
- Reporting shall be as per Corporate / Project Organistion chart
- Develop relationships with client technical or service personnel.
- Maintain good relationships with team members and motivate as required.
- Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members.
- Comprehensive knowledge on functionality of FPSO, focus in Topsides, Marine Mechanical & Process systems
Requirements:
- Bachelor’s Degree* or technical college certificate. (* Mechanical - Engineering in Mechanical or Equivalent
- Track record of commissioning of at least 3 FPSO projects with marine and topside modules. Minimum of 8 years’ work experience in EPC of onshore/offshore oil and gas or FPSO projects.
- PC skills with proficiency in MS Office, project management (MS project/P6), software & database systems related to system completion
- Comprehensive knowledge in commissioning management, project management, commissioning methodology principles, quality assurance and HSSE requirements.
- Strong working knowledge of contractual documentation (contracts, waivers, addendums, annexes, scope changes, contractual schedule etc.) and ensures planning and execution complies with contractual requirements.
- Conduct analytical review of complex progress reports to systematically identify issues and from there, address these issues in a timely manner
- Ability to define concepts of completion process.
- Ability to solve problems with or without the guidance of senior leadership.
- Experience in commissioning & start-up phase.
- Experience of both marine & topsides systems and EPCIC to handover to operations.
- Have proven project experience and skills within the field of testing, pre-commissioning, commissioning execution and startup at offshore.
- Experience in offshore plant startup and stabilization and able to provide operations with technical support throughout start-up, stabilization and performance testing.
- Work experience within strict regulatory environments and aligning commissioning independence with engineering compliance and contractual requirements.
- Significant knowledge of multiple technologies, projects and applications.
- Working knowledge of competing and alternative technologies.
- Knowledge of Industry codes, Standards & Regulations relevant to the Discipline
