Introduction

The Instrumentation & Control (I&C) Lead - Commissioning is responsible for planning, coordinating, executing, and supervising all instrumentation and control system pre-commissioning and commissioning activities.

What are you going to do

The Instrumentation & Control (I&C) Lead - Commissioning is responsible for planning, coordinating, executing, and supervising all instrumentation and control system pre-commissioning and commissioning activities. This role ensures that all I&C systems are installed, tested, loop-checked, calibrated, and functionally verified in accordance with project specifications, vendor documentation, Client standards, and applicable industry codes.

The I&C Lead plays a critical role in ensuring the safe, efficient, and timely commissioning and start-up of plant control systems, including Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), SCADA systems, field instrumentation, and safety systems.

Key Responsibilities

  1. Commissioning Planning & Preparation
  • Develop and review I&C commissioning procedures, Inspection and Test Plans (ITPs), method statements, and test protocols.
  • Define system and subsystem boundaries and establish commissioning priorities aligned with the project schedule.
  • Prepare commissioning resource plans and identify required materials, tools, and equipment.
  • Coordinate commissioning activities with construction and project controls teams to ensure schedule alignment.
  1. Field Execution & Supervision
  • Lead and supervise I&C commissioning technicians and contractors during:
    • Instrument installation verification
    • Calibration and configuration
    • Loop checking and functional testing
    • Control system integration testing
  • Ensure compliance with P&IDs, loop drawings, wiring diagrams, specifications, and Client standards.
  • Coordinate daily commissioning activities with mechanical, electrical, process, and construction teams.
  1. Control Systems Commissioning

Lead commissioning activities for:

  • Distributed Control Systems (DCS)
  • Programmable Logic Controllers (PLC)
  • SCADA systems
  • Emergency Shutdown (ESD) systems
  • Fire & Gas (F&G) systems

Responsibilities include:

  • Validating control logic, interlocks, cause-and-effect matrices, and alarm configurations.
  • Supporting Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and system integration activities.
  • Troubleshooting and resolving control system issues during commissioning.
  1. System Testing & Start-Up
  • Lead cold and hot commissioning activities.
  • Participate in:
    • Pre-commissioning checks
    • Functional performance testing
    • Integrated system testing
    • Plant start-up and ramp-up
  • Identify commissioning issues and implement corrective actions to achieve operational readiness.
  1. Pre-Commissioning & System Completion
  • Oversee mechanical completion activities and system walkdowns.
  • Verify commissioning readiness through:
    • Punch list management (Category A, B & C)
    • System preservation and reinstatement
  • Coordinate the structured handover of systems from Construction to Pre-Commissioning, Commissioning, and ultimately Operations.
  1. Commissioning Documentation
  • Ensure accurate completion and control of:
    • Inspection & Test Records (ITRs)
    • Loop check sheets
    • Calibration certificates
    • Commissioning dossiers
  • Verify red-line markups and as-built documentation.
  • Ensure documentation complies with Client QA/QC requirements and applicable industry standards (IEC, ISA, etc.).
  1. Health, Safety & Environmental (HSE)
  • Ensure strict compliance with Client HSE policies and procedures, including Permit to Work (PTW), Lock Out/Tag Out/Try Out (LOTOTO), and safe work practices.
  • Conduct toolbox talks and daily safety briefings.
  • Ensure the safe execution of high-risk commissioning activities, including equipment energization.
  • Promote a strong safety culture across the commissioning team.
  • Identify, assess, and mitigate commissioning-related risks.
  1. Coordination & Interface Management

Interface and coordinate with:

  • Engineering teams
  • Vendors and OEM representatives
  • Construction teams
  • Client representatives
  • Operations personnel

Responsibilities include:

  • Participating in daily and weekly commissioning meetings.
  • Providing commissioning progress updates and reports.
  • Supporting the transition of systems from Construction through Commissioning to Operations.
  1. Leadership & Team Management
  • Lead, mentor, and supervise I&C commissioning technicians.
  • Assign work activities and monitor progress against the commissioning schedule.
  • Foster a collaborative, high-performing, and safety-focused work environment.
  • Support the development of commissioning personnel through coaching and knowledge sharing.

Essential skills and knowledge 

Qualifications

Education

  • Bachelor's Degree in Instrumentation Engineering, Electrical Engineering, Electronics Engineering, Control Systems Engineering, or a related discipline.
  • Equivalent industry experience (minimum five additional years in lieu of a degree) will also be considered.

Experience

  • Minimum 10-15 years of Instrumentation & Control experience, including at least five years in a commissioning leadership role.
  • Proven experience delivering commissioning and start-up activities on large EPC projects.
  • Experience within mining, oil & gas, power generation, smelting, minerals processing, or other heavy industrial facilities.
  • Strong knowledge of DCS, PLC, SCADA, field instrumentation, and industrial control systems.
  • Demonstrated experience managing commissioning interfaces between engineering, construction, vendors, and operations.
