The HSE Coordinator is responsible for monitoring and coordinating Health, Safety, Security, and Environmental (HSSE) activities at the shipyard construction site. The role ensures safe execution of construction and commissioning activities in compliance with project HSSE plans, client requirements, EPC standards, and applicable regulatory and industry standards.
Responsibilities
- Monitor construction and commissioning activities to identify workplace safety, health, and environmental risks
- Propose and implement preventive and corrective measures to maintain a safe and environmentally responsible work environment
- Coordinate HSSE matters between the site team, project team, contractors, and Client
- Coordinate EPC and vendor activities with the shipyard, ensuring HSE risks from SIMOPS and conflicting works are identified and controlled
- Review and monitor the quality and effectiveness of Job Safety Analyses (JSA/JHA)
- Support work teams in implementing agreed control measures from JSA discussions
- Ensure high‑risk activities are properly assessed and controlled
- Conduct regular site inspections to identify unsafe acts and conditions
- Advise line management on areas requiring immediate intervention
- Ensure compliance with local legislation, client standards, and industry best practices
- Inspect subcontractor‑operated plant and equipment (e.g. cranes, forklifts) and coordinate corrective actions with contractors
- Plan, organize, and participate in HSE audits and inspection programs
- Lead accident and incident investigations
- Prepare timely, factual investigation reports with root cause analysis
- Ensure corrective and preventive actions are tracked and closed out
- Conduct and ensure HSE induction and orientation programs for site personnel, vendors, and subcontractors
- Support development and delivery of HSE awareness, refresher, and toolbox training
- Promote proactive safety behaviors and workforce engagement in HSE programs
- Establish, maintain, and test site emergency response plans, including drills and communication protocols
- Compile and maintain HSE records, statistics, and reports
- Ensure project HSE KPIs and annual HSSEQ targets are achieved and reported
- Prioritize HSE activities based on risk level
- Ensure effective time management to support safe execution of project activities
Pre-requisites
- Minimium 10 years of progressive experience as a Safety Officer with exposure to the type of work performed on the FPSO project in shipyard environment.
- Degree in Occupational Health & Safety/Engineering or its equivalent.
- Experience as an HSE trainer or coach and in developing general and specific HSE awareness, induction and refresher HSE trainings for site leaders, supervisors and engineers.
- Experience coordinating HSE tasks, functions and projects in a similar environment.
- Completed Certification as a Workplace Health and Safety Officer, or equivalent/similar for overseas base.
- Must have knowledge of ISO 45001 and ISO14001, internal auditor certifications preferred.
- Hot Work Assessor Certification is preferred.
- Fire Safety Certification is preferred.
