Introduction

  • Organize and coordinate the witnessing of the Pre-Commissioning & Commissioning activities at Contractor Fabrication Yard (Karimun, Indonesia) for Process, Piping and Mechanical disciplines;
  • Supervise completion activities for all disciplines and maintain good coordination for daily site activities with other parties;
  • Review completion & commissioning dossier (MC, RFC, RFSU);
  • Initiate and follow up clearance of Punch List, highlight technical problem encountered and provide technical expertise to speed up PL clearance;
  • Approve the Inspection and Test Records for Pre-Commissioning and Commissioning and verify updating on WinPCS database accordingly;
  • Ensure the Red Line Mark-up are done on relevant drawings and documents when required;
  • Liaise with OPS personnel participation to testing and witnessing of the activities;
  • Adhere to CPY completion specifications and procedures;
  • Reports to: NFPS EPCOL – Lead of System Commissioning;
  • Review main Pre-Commissioning and Commissioning deliverables, procedures, drawings;
  • Mechanical Equipment, Leak Test, Structural, Safety equipment and Preservation, Vendor;
  • Ensure effectiveness of Completion activities; Planning, tools, Spare parts, PTW, JSA;
  • Supervise and coordinate the discipline team that ensure system completion and hand-over to permanent organization;
  • Oversight of Contractors MCC, RFCC, and RFSU activities and dossier development;
  • Monitor CTR for planning completions of ONSHORE and OFFSHORE to ensure planning and;
  • Interface with OPERATIONS during yard-based startup activities.

What are you going to do

  • Ensure the System Completion and Commissioning activities adhere to the objectives of NFPS Pipeline Project and handover documentation requirements;
  • Monitor and track the Integrity of the Systems Completion Database (SCDB), monitor changes, data integrity and reporting. Including but not limited to: tag creation and verification, ITR’s are properly defined and allocated, document allocation, processing and transmitting; punch list creation, report generation for various documentation and tracking purposes;
  • Understand and highlight the similarities and discrepancies of work scope between Brownfield and Greenfield scope that may affect database integrity, tag verification and/or ITR allocation;
  • Verify the completeness of EPC CONTRACTOR’s completion dossiers for mechanical completion, pre-commissioning, and commissioning through to handover to OPCO;
  • Participate at site to ensure safe execution of Commissioning activities and provide guidance on Mechanical Completion, Pre-commissioning, Commissioning and Turnover of equipment and systems as required;
  • Review EPC CONTRACTOR’s SC procedures, work packs, tools, commissioning plans to ensure a smooth and safe hand-over to permanent organisation;
  • Assist Engineering with FAT support documenting all findings into database;
  • Ensure clear communication and reporting lines for all matters pertaining to Commissioning and System Completion for EPCOL Project and confirm compliance with Company Project Management System requirements;
  • Issue of progress and status reports to management on a predetermined basis if required;
  • Monitor and verify EPC CONTRACTOR’s preservation activities meet project requirements;
  • Coordinate, capture, and share System Completion and Commissioning Lessons Learned (LL) for inclusion in the project lessons learned register;
  • Ensure the timely availability of the project deliverables identified within the EPCOL Operations Readiness Plan (ORP). Monitor and update the EPCOL ORP.

Essential skills and knowledge 

  • Diploma;
  • Minimum 15 years of experience as an Oil and Gas project professional with minimum 5 years spend in Lead role;
  • Experience of managing major EPC Contractors and fabrication activities in Asia yards;
  • Experience in commissioning execution and especially operational test and leak test;
  • A high level of proficiency in written and spoken English;
  • Computer literacy involving the regular use of professional office applications and some technical applications.
