Introduction

  • Lead and coordinate pipeline pre-commissioning activities Onshore and Offshore, provides technical expertise to ensure project pipeline pre-commissioning priorities are aligned across all departments.
  • Pre-Commissioning Specialist shall ensure that the pipeline scope of work is completed in accordance with project technical, safety and quality requirements.
  • Ensure the Contractual Agreement for all aspects of the Pipeline Precommissioning scope are fully understood.
  • Support EPIC Contractor in achieving the project scope in accordance with the Agreement and Project Specifications and Deliverables.
  • Ensure the technical objectives are safely met within the approved scope and schedule.
  • Interfaces with various project teams and departments on resolving related issues that require effective communication, initiative, flexibility and an ability to induce collaboration.
  • Ensure the project priorities are understood and aligned by all departments and provide support in achieving the progress milestones.
  • Provide input into initiatives and investigations as required.

What are you going to do

  • Focal point for pipeline pre-commissioning activities at Onshore and Offshore for promoting and implementing safety on Commissioning activities at site, implementing safety observations, reporting and monitoring.
  • Provide safety leadership and ensure all work is executed safely and efficiently through active participation in Safety Programs and conduct all activities in a safe and efficient manner in accordance with company policies and procedures.
  • Provide technical expertise to ensure project deliverables and activities are achieved in full compliance with the project requirements.
  • Provide technical expertise in Risk Assessments, HAZIDs, Constructability Reviews and similar activities, ensuring alignment with project safely and quality standards.
  • Lead and coordinate pipeline pre-commissioning activities onshore and offshore and keep the team committed to targets defined by the project completion schedule.
  • Assist the Offshore Commissioning/Systems Completion Division Manager in executing Project responsibilities related to pipeline pre-commissioning scope of work.
  • Anticipate, prepare and manage all pipeline pre-commissioning activities of the Project including system completion and all pre-commissioning deliverable, to ensure the technical objectives are met timely within the approved scope, budget and schedule.
  • Ensure effective coordination and communication for site activities with other disciplines such as pipeline engineering, installation, Hook up, Completion Team, HSE representative and provide technical support with contractor for the quality, safety, planning, engineering and preservation.
  • Timely review, approval and implementation of system completion and pre-commissioning technical documents prepared by Contractor.
  • Maintain a register of lessons learned and capture all lessons during pipeline pre-commissioning works to support continuous improvement.

Essential skills and knowledge 

  • Bachelor’s Degree in Applied Sciences or Engineering
  • 8 years’ experience with medium to large project commissioning in the Oil & Gas Industry.
  • Experience with Oil & Gas companies, Contractors, or Service Companies.
  • Experiences with pipeline pre-commissioning activities including FCG, Hydrotest, intelligent pigging (ILI), dewatering, drying, pre-batch pigging and N2 packing for onshore and offshore pipeline including interface work with other contractors and SIMOPS.
  • Experiences for handling Intelligent Pigging (ILI) including technology adapted for intelligent pigging operations services such as MFL, UT, EC, EMAT, etc. and including experiences for handling geometric/ calliper tools.
  • Familiar with ICAPS system completion database will be advantageous.
  • Expert in reading P&IDs, Datasheets, General Arrangement drawings and procedures.
  • Knowledge in projects execution, engineering, operations, pre-commissioning, commissioning and systems completion.
  • Knowledge in compliance with contract requirements including codes and standards, and contract technical specification compliance.
  • Experience with vendors operating in the LNG industry, such as compressors, power generation, control systems, topsides, etc.
  • Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
  • Experience in start-up support to Operation.
  • Excellent spoken and written English skills.
  • Excellent communication skills.
  • Computer literacy involving the regular use of professional office applications and some technical applications.
