What are you going to do 

The Claim & Planning Specialist is responsible for managing contractual claims and overseeing project planning and scheduling activities for water treatment construction projects. This hybrid role combines claims management with project controls, ensuring accurate entitlement assessment, robust schedule monitoring, critical path analysis, and timely project delivery.

Key Responsibilities

Claims Management

  • Identify, evaluate, and prepare contractual claims, including Extension of Time (EOT), disruption, loss & expense, and variation claims.
  • Review project documentation to determine contractual entitlement under FIDIC, PSSCOC, EPC, or project‑specific contract conditions.
  • Prepare detailed claim narratives, delay justifications, and substantiation packages.

Schedule Development & Monitoring

  • Develop and maintain baseline project schedules using Primavera P6 and/or MS Project.
  • Update and monitor schedules against actual site progress and key milestones.
  • Conduct Critical Path Analysis (CPA) to identify activities impacting overall project completion.
  • Track float usage, logic changes, and emerging delay risks.
  • Identify schedule slippages and assess root causes.
  • Support As‑Planned vs As‑Built analysis, Time Impact Analysis (TIA), and Windows Analysis to substantiate claims.

Delay & Disruption Analysis

  • Analyze delays affecting water treatment process systems, M&E installation, civil works, and commissioning activities.
  • Assess schedule impacts arising from:Late design information Material and equipment delays Workfront constraints Additional works or rework Interface delays with other trades
  • Establish clear cause‑and‑effect linkages between delay/disruption events and claim entitlements.

Documentation & Records Management

  • Collect and maintain comprehensive project records, including daily reports, manpower and equipment logs, RFIs, NCRs, SI/VO instructions, delivery records, testing and commissioning data, progress photos, and inspection records.
  • Maintain a claims register and schedule variance log.
  • Ensure project documentation adequately supports claims substantiation and schedule verification.

Contract Review & Risk Management

  • Review contract requirements to identify potential claimable events at an early stage.
  • Prepare and issue early warning notices and contractual notifications.
  • Highlight risks to the Project Manager relating to delays, variations, or scope gaps.

Stakeholder Coordination

  • Coordinate with Project Managers, Planning/Scheduling teams, Engineering and Site teams, QS/Cost Control, and Procurement.
  • Liaise with clients, consultants, and subcontractors on claims and scheduling matters.
  • Provide technical support for claim justification, schedule updates, and variance analysis.
  • Prepare and substantiate progress claims to clients and support certification of claims from clients, consultants, and subcontractors.

Reporting & Management Support

  • Prepare weekly and monthly reports on schedule deviations, critical path changes, and delay causes.
  • Provide management insights on claim opportunities, risk exposure, and recommended mitigation actions.
  • Present findings during project meetings, integrating claims and schedule analysis.
  • Prepare and submit progress reports to clients.

Education

  • Degree or Diploma in Engineering (Mechanical, Electrical, Civil, Environmental), Quantity Surveying, Construction Management, or a related discipline.

Experience

  • 3–8 years’ experience in one or more of the following: Water treatment or utility construction projects EPC, M&E, or industrial plant construction Claims, project planning, or project controls roles
  • Delay analysis experience is an advantage.

Skills & Knowledge

  • Proficiency in Primavera P6, MS Project, and recognised delay analysis methodologies.
  • Strong understanding of construction sequencing, schedule logic, and M&E integration.
  • Knowledge of water treatment systems (e.g. RO, UF, pumps, tanks, chemical dosing, process piping) is an advantage but not mandatory.
  • Ability to integrate claims assessment with schedule monitoring.
  • Excellent analytical, writing, and documentation skills.

  • Contract: 1 year (renewable)
  • Main Site location: Woodlands
  • Working schedule: Monday–Saturday
