Introduction

  • Responsible for overseeing Pre-Commissioning & Commissioning activities for assigned areas to ensure PC&C Contractor and Subcontractor executes Telecommunication and Security Systems activities and delivers systems and subsystems as per agreed planning until completion.
  • Ensure PC&C Engineering such as systemization preparation; Pre-Commissioning and Commissioning planning; database set-up in coordination with other disciplines and Contractor and Subcontractor teams, such as planning.
  • Provide clear guidance to the Contractor and facilitate resolution of Pre-Commissioning and Commissioning issues to meet project objectives and milestones in the Telecommunication and Security Systems scopes of work.
  • Responsible for the planning and execution of activities associated with the Pre-Commissioning and Commissioning of the assigned area relating to Telecom, such that they are achieved by the Contractor, including third parties such as other Contractors, Vendors, Consultants, Subcontractors, etc., and are executed to Onshore Project’s specifications and LNG requirements.
  • Major challenges for this role include (1) effectively guiding Contractor, including Vendors and Subcontractors and Pre-Commissioning and Commissioning team to produce timely deliverables up to start-up; (2) maintaining constructive working relationship with the Contractor(s), including Vendors and Subcontractors to ensure delivery and execution of Pre-Commissioning and Commissioning work scope in accordance with project requirements; (3) maintaining relationships with stakeholders (e.g., Operations, Quality, Engineering, Construction) to ensure alignment of systems completions execution.
  • Deliver the scope of work for the assigned area relating to Telecom activities to achieve project expectations, in particular considering the design and construction of very large facilities.

What are you going to do 

  • Provide Telecommunication and Security Systems expertise to lead safe execution of the Telecom Pre-Commissioning and Commissioning scope of work, in accordance with project deliverables and execution schedule.
  • Demonstrates leadership in planning and execution driving contractor to deliver as per project milestones.
  • As required, develop short term mitigation plans to achieve intermediate milestones and bridging scope for final completions.
  • Review and approve Telecom Pre-Commissioning and Commissioning check sheets, Construction Work Packages, and provide supervision of Pre-Commissioning and Commissioning scopes of work by the Contractor.
  • Support the Contractor by helping to address gaps and coordinate with Operations and other disciplines.
  • Maintain close liaison with members of Engineering, Quality, Construction, Operations teams and accountable for ensuring that execution of the work is technically aligned with project objectives, Telecom and Security System specifications and industry best practices.
  • Guide Contractor's Telecom Pre-Commissioning and Commissioning activities and validate Contractor, Vendor and Subcontractor resources, personnel qualifications, usage of appropriate tools, adherence to project objectives, requirements, specifications, and verification processes.
  • Assess and validate Contractor’s procedures for SIMOPS, Work under Permit, Partial Handover requirements.
  • Perform progress measurement / reporting to drive assigned Pre-Commissioning and Commissioning activities.
  • Lead punch close out activities and handovers to ensure completeness of documentations.
  • Manage the Telecom discipline deliverables updates/red-lines and support field engineering where needed, in support of Pre-Commissioning and Commissioning activities.
  • Responsible for following up and assuring schedule and related milestones are achieved, provides data (rundown curves, charts, graphs), identifying material and skills gaps, developing recovery plans to address any schedule delays.
  • Review, update and amend procedures and specifications to ensure that all Pre-Commissioning and Commissioning references are up to date and relevant.

Essential skills and knowledge 

  • Bachelor’s Degree in Applied Sciences or Engineering.
  • Minimum of eight (8) years’ experience with large-project commissioning in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
  • Experience as a Telecommunications Commissioning Engineer with a broad knowledge of Commissioning planning and execution experience for LNG liquefaction or large Oil & Gas facilities.
  • Experience in Pre-Commissioning and Commissioning of field instrumentation such as: PAGA Systems, CCTV Systems, Fiber Optic Networks, Access Control Systems, LAN Networks, VHF and UHF TETRA systems, Industrial Wireless Networks, Fence Intrusion Detection Systems, OTN Networks, Active Fibre Optic Monitoring Systems and Ship to Shore Link Systems (Trelleborg).
  • Good understanding of International (ISA/IEC) Standards and best practices in the areas of Telecommunication installations.
  • Demonstrated experience of using Instrument calibration tools and instrument configuration set-ups.
  • Experience in systemization, completions databases, development of telecom Pre-commissioning and Commissioning procedures.
  • Experience with Smart Completions database use and set-up is an advantage.
  • Excellent written and oral English skills.
  • Strong leadership skills, experience leading contractor teams.
  • Strong organizational, planning and coordination skills.
  • Strong technical, prioritization and management skills.
  • Good communication, influencing and interface skills.
  • Well-developed interpersonal skills with the ability to communicate with several organizational levels.
  • Proficient in Microsoft Office suite of software programs, etc.
