Introduction

  • Lead the implementation of a robust and effective marine safety and quality assurance and compliance process for Compression projects offshore marine spread operating within defined project groups in accordance with Marine Operations Procedures and collaboration with the Compression PMTs, OPCO Marine and third-party MWS.
  • Provide a consistent and standardized approach for managing marine units’ safety and quality assurance through reviews and analyses of marine technical and operational challenges to develop, recommend, and implement effective solutions to improve marine safety and quality.
  • Guide and support Compression projects teams with subject matter expert knowledge and experience of best practices and standards in the offshore marine Industry.
  • Support marine incidents management, reporting and investigation processes for Compression projects - identify latent conditions, monitor negative trends and actions on effective improvements.
  • Responsibility to manage the overall and significant marine units’ safety and quality assurance and compliance scope consistently, effectively and efficiently for all Compression projects.
  • Requires strong organizational leadership skills with ability to communicate, collaborate, coordinate and interact effectively and efficiently with all stakeholders (PMTs, and marine vendors, OPCO, regulatory authorities, MWS) to ensure marine units’ safety and quality assurance and compliance.

What are you going to do 

  • Responsible for marine safety, quality assurance and compliance for Compression projects marine scope in accordance with the Marine Operations Procedures (MOP) and further revisions, international regulations and standards, classification society, flag state, local regulations. Consistently guide and coordinate the work of the project marine leads and coordinators assigned to the individual Compression projects.
  • Compression projects focal point and custodian of the marine safety and quality assurance activities for all marine units engaged on the projects and manages marine assurance processes across Compression projects including vessel suitability assessments, marine assurance inspections and audits (e.g. OVID), marine warranty surveys, DP assurance.
  • Ensure that Contractor personnel and Company Teams are qualified, trained and with a suitable level of experience and expertise with respect to marine activities.
  • Managing active interfaces and engagements with OPCO Marine, and Compression PMTs to ensure the marine scope is executed consistently, effectively and efficiently to achieve project objectives.
  • Establish effective communication and strategic connection among critical project stakeholders including Marine Contractors to identify and implement solutions in a timely manner.
  • Facilitate and support resolution-oriented communication among marine stakeholders and Marine Contractors, vessels owners, contractors and third parties.
  • Implement and maintain an efficient Marine Incident Reporting System, support root causes analysis and corrective action identification and implementation, lead critical marine incident investigations (as marine SME), attend offshore survey/inspections and marine audits as needed.
  • Implement and execute an effective lesson learned process of identifying, capturing process and timely sharing mechanism among key marine stakeholders for high value learnings.
  • Providing focus and support to emergent/ unplanned situations such as breakdowns and incidents that demand immediate priority without compromise to ongoing activity.
  • Strong commitment to Safety Leadership supported by extensive knowledge of safety protocols and best practices in the Maritime Industry.
  • Participate in risks screening and assessment and ensure all mitigations measures are safely and timely implemented.
  • Support Shared Resources and PMT T&I teams to review and validate technical and execution deliverables associated with T&I scope execution (as appropriate).
  • Coordinate with MWS and contractor’s marine team with regards to the marine assurance scope, including vessels suitability surveys (VSS) and DP audits.
  • Ensure the findings are closeout to meeting the project marine compliance requirements and maintain the vessels inspections and audits database for PMT and T&I team’s reference.

Essential skills and knowledge 

  • Bachelor’s degree in sciences, marine disciplines, or engineering or Marine First-Class Certificate of Competency
  • 10 years seagoing experience as a shipboard engineer or sea officer, including 2 years as Chief Engineer or Master
  • Experienced in handling/managing offshore marine units operating in the oil and gas industry.
  • Broad and extensive knowledge of critical marine operations including offshore installation and construction vessels and barges, heavy lifts, transportation, pipe and cable lay, jack-up accommodation barges, dive support vessels.
  • Knowledge of Dynamic Positioning Systems & Operations, DP FMEA Analysis, DP FMEA Proving Trials, Annual DP Trials, ASOG/CAM.
  • Experienced in managing marine safety and quality assurance & compliance processes, following corporate requirements and international standards.
  • High knowledgeable in International Maritime Regulations, Codes and Standards.
  • Experience within the Middle East region is advantageous.
  • Previous Marine Warranty Surveyor (MWS) and Marine Consultancy experience is advantageous.
  • International Marine Contractors Association (IMCA) accreditation & certification is preferred.
  • Local and international maritime regulations (e.g., IMO, SOLAS, MARPOL, ISM Code).
  • A high level of proficiency in written and spoken English.
  • Computer literacy involves the regular use of professional office applications and some technical applications.
  • Strong negotiation skills and ability to influence others to meet the project objectives.
  • Capacity to take workload, initiatives, be inventive and the ability to multi-task.
  • Ability to work on or be based on a platform or vessel.
  • Excellent interpersonal, technical and communication skills with a focus on teamwork and the ability to communicate with different disciplines and people from a variety of cultural backgrounds.
