Responsible for overseeing Pre-Commissioning and Commissioning activities for assigned Areas.
Ensure the Contractor’s safe and efficient Precommissioning and Commissioning of complex Electrical and Control Systems.
Ensure effective planning, set-up, testing, and troubleshooting of various components until final Integration and Dynamic Testing / Energization.
Ensure Systemization, Pre-commissioning and Commissioning planning and database set-up is developed. Maintain coordination with other stakeholders.
Provide clear guidance to the Contractor and facilitate resolution of Electrical and Control Pre-Commissioning and Commissioning issues to meet project objectives and milestones.
Ensure all planning and execution activities associated with the Electrical PreCommissioning and Commissioning activities in the assigned areas are achieved by the Contractor, its Subcontractors, Vendors, Consultants, etc., and are executed as per contract, specifications and LNG requirements.
Manage effective interfaces (Pre-Commissioning and Commissioning) with existing operating facilities and other Projects.
Major challenges for this role include: (1) effectively guiding Contractor, (including Vendors and Subcontractors) Pre-Commissioning and Commissioning teams to produce timely deliverables up to RFSU and startup; (2) maintaining constructive working relationships with Contractor, (including Vendors and Subcontractors) to ensure delivery and execution of Pre-Commissioning and Commissioning work scope in accordance with project specifications and requirements; (3) maintaining good relationships with Stakeholders (e.g., Operations, Quality, Engineering, Construction) to ensure alignment of systems completions execution; (4) ensuring safe and effective working in SIMOPS and Brownfield areas, adhering to project protocols.
What are you going to do
Provide Electrical Pre-Commissioning and Commissioning expertise and lead safe execution of the Electrical Pre-Commissioning and Commissioning scope of work in accordance with project deliverables and execution schedule.
Demonstrate leadership in planning and execution, driving Contractor to deliver as per project milestones.
Provide leadership in the field (the position is predominantly site based) and sub-stations with Contractor, Vendor and Subcontractors in troubleshooting efforts to diagnose, formulate and resolve issues with Electrical/Controls Systems and difficulties from test execution during Site Acceptance Test (SAT)/Loop Tests, Function Tests and energization that impede efficient progress.
Support the development, review and approve of Electrical Pre-Commissioning and Commissioning check sheets, procedures, method statements, work packages, schedules, and provide supervision of Electrical Pre-Commissioning and Commissioning scope of work by Contractor.
Support Contractor by helping to address gaps and coordination with Operations and other disciplines within Company team.
Guide Contractor's Electrical Pre-Commissioning and Commissioning activities in validating contracts and personnel, including vendors, subcontractor resources and qualifications; usage of appropriate tools; adherence to project objectives, requirements, specifications, and verification processes.
Assure Contractor and Subcontractor adherence to Project SHES procedures, actively participating in Toolbox Talks, Task Instructions and SHES related walkdowns.
Prepare insightful reports and validate testing and commissioning results.
Essential skills and knowledge
Bachelor’s Degree in Applied Sciences or Engineering.
Eight (8) years’ experience with large-project commissioning in the Oil & Gas Industry, including one (1) year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
Experience as an Electrical Commissioning Engineer (or equivalent) with a broad knowledge of commissioning planning and execution, for LNG or Oil & Gas facilities.
Good understanding and experience in System Completion Process and associated phases, such as technical and contractual certificate walkdowns and PSSR procedures.
Experience in systemization including check sheet development, check sheet allocation, completions database and development of Precommissioning and Commissioning procedures and method statements.
Pre-commissioning and Commissioning experience and understanding of High and Low Voltage systems (132kV to low voltage), Transformers, Switchboards, Lighting, Earthing, Lightning Protection, UPS, Battery Chargers, Heating Systems and Cathodic Protection, etc.
Experience with compressors and associated control systems.
Good understanding of International Electrical Standards and best practices in the areas of electrical installations and testing.
Experience of sub-station Pre-commissioning and commissioning.
Experience in both brownfield and greenfield, including shutdown activities and brownfield tie-ins, would be an advantage.
Excellent written and spoken English skills.
Strong, proactive, analytical, organizational, coordination, reporting and planning skills for a complex, project environment.
Good communication skills and ability to interact / interface at all levels.
Strong team leadership skills, integrity, interpersonal understanding, and self-confidence, with a strong focus on supporting others, sharing information and knowledge.
Familiarity with completions database software (e.g. WinPCS, ICAPS etc.)
