Introduction

The job holder is accountable for the following activities during project execution by Engineering & Construction Division:

  • To ensure the performance of the vendors/suppliers are achieving the Project Quality requirements during procurements and supply chain management during project tenure.
  • Provides the necessary back-up to Project quality engineers of COMPANY regarding contractual issues relating to Quality during execution phase and any ad-hoc activities.
  • Drive, monitor and liaise with relevant entities to ensure QA/QC related COMPANY rules, standards and procedures are implemented in the execution of the DBN PWM & AB OBS Project by the vendor/suppliers.
  • To Coordinate with vendors related to the pre-inspection meeting, inspection look ahead, and deliverables issuances and final documentation (Vendor data manual) in order to close out the purchase order.
  • To source the TPI inspectors and communicate with Third party inspection agency for vendor inspection in local and overseas based on vendor notification of inspections (NOI) receipt.
  • To ensure application of NOC Technical Referential and relevant local and international codes.
  • To provide necessary information to project quality and procurement Team.
  • To treat all information obtained during course of the work with confidentiality,
  • To assist other technical disciplines in the implementation of Quality Requirements.
  • To maintain the TPI consumption summary and PO inspection trackers and have traceability of each NOIs being validated and recorded.

  • To promote & comply with applicable safety instructions and other COMPANY HSE procedures in all activities,
  • To carry out work in compliance with COMPANY values and policies, relevant laws and regulations, agreed COMPANY priorities and objectives, COMPANY standards and procedures and good industry practices,
  • Contribute to promoting safety culture by reporting safety observations.
  • Implement Quality procedures for effective supplier quality management and promote implementation of NOC policies, regulations, procedures, standards and specifications as relevant.
  • Coordinate the COMPANY dedicated PWM Quality and SCM team, conduct necessary meeting, act as COMPANY Quality focal point in front of vendors/suppliers.
  • Provide feedback on Quality matters within E&C Quality Department as might be required and promote anomalies reporting.
  • Manage vendor/suppliers’ inspection activities during all phases of the DBN PWM Project, by deploying TPI personnel where needed (overseas, onshore and offshore) and ensure they adhere to applicable procedures.
  • Ensure Vendor/suppliers comply with the purchase orders requirements and implementation of their QC plans.
  • Participate in technical bid evaluation in the scope of the project.
  • To review and approved the Quality Documentation applicable to vendor/suppliers’ issue by them,
  • To implement the QC activities based on the criticality and inspection level assessment,
  • Ensure that there is no backlog for inspection performance, reporting and data base update,
  • Issue Non-Conformance reports or review vendor/suppliers Non-Conformance reports and validate dispositions. Intervene as necessary where warranted,
  • Ensure the availability of quality record documents and maintain QC status during all phases of the DBN PWM Project. Assess the implementation of the Quality Plan in project ensuring it’s the correct application.
  • Supervise inspections, reports and the documentation issued by TPI inspectors, collect and file the required Quality records.

Essential skills and knowledge 

  • Qualification: Engineering bachelor’s degree or experienced technician with HND/HNC and minimum of 15 years experiences in the oil and gas industry,
  • Professional Experience (number of years): Around 10 years of experience associated with Quality Management in Quality Assurance and Quality Control, coordination of quality activities within vendors/suppliers management/FAT/SAT and Start-up projects of offshore facilities (jacket/topsides) in the Oil and Gas Industry,
  • Valid CSWIP 3.2.2 Certificate with ASNT Level II in RT, MT, PT & UT with painting certification such as BGAS or NACE is preferred. Experience in Vendor Inspection Management/Coordination at least 5 years of experience.
  • Experience required on Vendor packages and practical knowledge of applicable codes and standards such as EN, ISO, API, ASME and ASTM. Experience in vendor workshop is preferred. Acquaintance with ISO, ASTM, ASME/API, AWS, British Standards, and other relevant standards and, have experience in conducting supplier /vendor QMS audits.
  • A good knowledge of COMPANY Standards and International codes/standards related to design, manufacturing, testing and inspection.
  • Be skilled in using computer programs for word processing, database management, spreadsheets, and e-mail communications.
  • Language: Fluent English,
  • Ability to work on projects in a complex and multicultural environment,
