Participate in the engineering, procurement, and manufacturing process of valves, such as Ball Valves, gate valves, check valves, butterfly valves, DBB, from RFQ to shipment; control and manage any quality issues (TBE, PO, KOM, PIM, Manufacturing, in-progress inspection, Pressure Test, FAT, Final Inspection, etc.). The valve material will cs, SS, DSS, SDSS, Inconel 625, Nickel-aluminum bronze, Titanium etc.
- Become familiar with the company's requirements and project specifications/Standard and Code requirements (API, ASME, MSS, ISO, and QatarEnergy vendor standards).
- Support the procurement department and participate in technical clarifications with the Owner/Company, TPC, and vendors to ensure the product packages meet and comply with project specifications, standards, and code requirements.
- Lead the dedicated PIM (Pre-Inspection Meeting) for piping and valves; attend KOM and prepare the quality section of the KOM presentation.
- Review and comment on vendor documents including ITP, MPS, Material Test Reports (MTR), pressure test procedures, coating /anti-corrosion procedures, dimensional records and FAT procedures/reports.
- Conduct supplier pre-qualification and quality audit for piping and valve manufacturers; organize regular supplier quality review meetings.
- Proactively liaise with the TPC coordinator, track manufacturing and pressure test progress, verify NOI readiness and forward to the TPC coordinator for vendor inspection; update progress status to Engineering /Procurement and the Client.
- Review and comment on TPC inspection reports, including pressure test, visual, welding and dimensional reports.
- Manage NCRs for material non-conformity, pressure test leakage and dimensional deviations; expedite the vendor's resolution proposal/ RCA (if necessary) within 3 working days of receiving the NCR by vendor.
- Perform dual-quality review for key piping /high-pressure valve packages and take charge of major quality dispute resolution.
- Review the manufacturer's record book / As-built dossier.
Requirements
- Bachelor’s degree or above in Mechanical / Oil‑Gas/ Materials Engineering.
- Minimum 10‑year QA/QC relevant experience in oil& gas and petrochemical piping & valve equipment procurement; no less than 2‑year experience for quality management system establishment and operation; minimum 3‑year site‑side experience for piping & valve installation inspection.
- Possess welding inspection qualification such as CSWIP 3.1, AWS‑CWI or IWE; hold ASNT‑TC‑1A Level‑II or PCN equivalent NDT qualification; IRCA / RABQSA registered auditor qualification is preferred.
- Proficient in API piping standards, ASME / MSS valve specifications; familiar with inspection requirements for high-strength line-pipe steel and CRA corrosion‑resistant alloy; capable of independent review for valve pressure‑test procedure & piping anti‑corrosion processes, material failure analysis and supplier quality audits; familiarity with client standards is preferred.
- Well understand ISO 9001 quality‑system requirements and implementation.
