Off-Plot (Permits) Engineer

Introduction
Facilitate the development and execution of engineering works of all Asset Operators / Business Partners through coordination of Technical Submission Review and Approval Process.
Coordinate with concerned Asset Operators / Business Partners (major and minor development firms) including Asset holder projects and other stakeholders to ensure that their development/projects executed in a safe and efficient manner in compliance with the Industrial Cities Regulations, Guidelines and Procedures.
The incumbent shall apply high communication skills including mail communication to contact and interact with various internal departments, divisions and sections as well as external parties such as Asset Operators / Business Partners and Government Organizations.
What are you going to do
Provide inclusive and timely guidance to the Asset Operators / Business Partners about the requirements for the off-plot developments and facilitate required support for them.
Ensure all required documents/drawings for the technical approval of offplot developments furnished by the Asset Operators / Business Partners for review and approval to ensure its compliance with applicable statutory regulations, procedures, guidelines and standards.
Coordinate review and approval process of all technical submissions of off-plot developments related to the compliance function requirement (new projects and ongoing maintenance activities). Obtain comments/concurrence/approval/reply letters from respective discipline engineers from various sections/departments and review for correctness and forward to Management for approval and issue.
Review and distribute all transmittals received through ECM/email for review on daily basis, which includes detail technical review of the content to ensure the submission is complete/incomplete and identify review engineers/sections for routing/marking.
Preliminary review of drawings/documents to ensure corridor routing and crossing matrix are as per land lease agreement and approved corridor.
Organize and conduct joint site inspections to assess existing site conditions to facilitate Asset Operators / Business Partners Projects to prepare technical submissions in order for approval.
Resolve interface and technical related issues and develop/recommend appropriate solutions in consultation with other discipline engineers
Check (completeness of submission), concur, renew / route the Consolidated Permit to Work (e-CPW) applications to the respective reviewers for comments / concurrence for all activities carried out in off-plot common areas (other than Asset Operators permanent fenced areas within) by Contractors / Asset Operators / Business Partners as per e-CPW requirement.
Ensure issuing approval letters for individual crossing and non- crossing area separately to expedite the progress
Conducting/attending interface review meetings, progress review meetings with Asset Operators / Business Partners on daily/weekly basis. Also, inviting/sending meeting invitation to the relevant reviewers for their participation.
Arranging joint site inspections to sort out site issues, preparing check list points on completion of projects for liquidation and recommending for issuance of Occupancy Certificate.
Regulating and monitoring all activities in the common off plot areas. Sorting out permit violations between permit section and asset owners
Essential skills and knowledgeÂ
Internationally recognized bachelor's degree in engineering in a relevant discipline
Minimum 10 years of work experience in engineering and construction of major infrastructure/industrial projects related to hydrocarbon industry.
Exposure and experience in project lifecycle and project management with high supervisory skills.
Strong “team player” attitude and comfort in working with a broad range of external parties.
Excellent oral and written English combined with strong presentation and influencing skills.
Must have ability to take quick decisions when dealing with complex issues with creative thinking to resolve problems.
