Introduction

On behalf of our client, we are currentky looking for a Commissioning & Start-Up Coordinator. The CSU Coordinator will play a pivotal role in ensuring the successful execution of project works through the Construction and Commissioning Phases (Ph 4). Your responsibilities will span from overseeing the Permit to Work system, managing safe work processes, and conducting audits to coordinating discipline-specific personnel and ensuring seamless transition to Operations. Your expertise will contribute to the Operability, Maintainability, and Reliability of the project.

This position will work as the key site based Commissioning and Start-Up representative for the Project Team on site and will be a functional member of Pre-Operations Team.



What are you going to do

SCOPE OF WORK:

  • Permit Authority for the execution of project works through the Construction and Commissioning Phases (Ph 4).
  • Monitors and directs the day to day Permit to work system (within project battery limits as required) in accordance with defined authority levels to ensure safe execution of Construction & Commissioning Activities.
  • Manages and supports implementation of Managing Safe Work and OE processes including PTW, SIMOPS, MOCs, Critical Bypass Protection
  • Reviews all PTW packs before issuance
  • Understands the planned work and emergency notification procedures
  • Determines the minimum requirements for ongoing or continuous monitoring of gas
  • Ensures all conditions and precautions comply with PTW processes
  • Authorises mechanical or process isolations
  • Approves PTW and Certificate(s)
  • Ensures SIMOPS activities are being correctly identified
  • Reviews PTW scopes to ensure conflicting work activities do not take place concurrently
  • Conducts PTW audits/inspections
  • Communicates with the parties executing work to ensure SIMOPS activities are consistently identified, assessed, and mitigated to allow safe and efficient execution
  • Responsible for the completion of all Preservation, Pre-Commissioning, Commissioning and Start-up activities for the Systems and associated Sub-systems required for the operation of the project through the following phases:

Pre RFC (Construction Phase)

  • Ensure that Preservation of sensitive or critical equipment is implemented (and maintained) during the Construction and Commissioning phases of the works.
  • Provide support to the Project Construction Team for Isolation development, purging, inerting and other process related activities to progress the Project works.
  • Develop and execute Commissioning procedures
  • Initiate (and/or participate in) HAZID, PHA, OHA and other HES reviews as required
  • Support the Risk Identification and reduction process with the Engineering team and work with the project team to ensure that operational problems are identified and mitigation plans developed.
  • Review of the spares required for system testing and Commissioning activities.
  • Identify and/ or update the requirements for Labour resources, tools, equipment and consumables required to support Precommissioning, Commissioning and Start-Up activities.
  • Identify and / or update requirements for utilities, in support of Pre-commissioning Commissioning and Start-Up activities.
  • Provide input into the Commissioning and Start-Up Sequence for the development of the Project Execution Schedule
  • Provide Commissioning & Start-up perspectives to the Project team during the Design and Construction stages of the project to ensure smooth project execution and transition to Operations.
  • Ensure Operability, Maintainability, and Reliability issues are understood and addressed during Project execution.
  • Assist the Operations team in understanding the SIMOPS issues related with the project, and communicate any production related issues to Operations.
  • Coordinate Discipline specific personnel responsible for witnessing Inspections, Punchlist walkdowns and signoff of quality control documentation as part of the Discipline Acceptance process.
  • Act as delegate for the CSU Manager in the RFC handover and acceptance process.

Post RFC (Commissioning Phase)

  • Provide site leadership of the Commissioning & Start-up team, pre-review of work scopes, permit planning, preparation and sourcing of personnel to support safe execution.
  • Coordinate Discipline Leads (ICSS, Electrical, Rotating, Piping/Mechanical, Contractors & Vendors) for the timely completion of precommissioning activities in preparation for Commissioning and Start-up
  • Plan and provide site supervision of day-to-day work performed by employees, contractors, and service company personnel as required to facilitate and support Commissioning.
  • Ensure all activities defined in the approved Pre-commissioning and Commissioning procedures are completed in a safe and efficient manner to achieve Ready for Start-Up (RFSU) status.
  • Ensure that a high degree of ‘housekeeping” is maintained throughout the plant and buildings.
  • Liaise with support functions (Engineering, logistical, training) as required to maintain schedule and ensure that the precommissioning, commissioning and start-up of facilities is seamless and delivered in a prescribed manor ready for Start-up (RFSU).
  • Identify and communicate the opportunity for Competency based training of Operations Maintenance & Production staff throughoutthe course of the commissioning phase.
  • Ensure the most current design documents are used to complete the work and that all design changes are approved prior to implementation.
  • Ensure all changes are managed utilising appropriate Management of Change process (MOC-F or MOC-O) and assure that any change is effectively managed and documented at all levels of the organization.
  • Operation of already-commissioned utility systems for further Commissioning activities.
  • Participates in Pre-Startup Safety Reviews (PSSR) and facilitates closure of action items in accordance with project schedule, regulatory requirements, and applicable safety procedures
  • Prepare complete and accurate handover logs/notes/or programs, to adequately communicate with back to back positions and crew.

Start-Up Phase (Post RFSU)

  • Support the CSU Manager in the handover of new plant to Operations at RFSU ensuring that all hardware and associated site deliverables inclusive of procedures, manuals & drawings are fit for purpose and meet or exceed the Chevron requirements.
  • Assist closure of project carryover work – i.e. C-Punch List items
  • Develop and execute Start-up procedures
  • Plan and provide site supervision of day-to-day work performed by employees, contractors, and service company personnel as required to facilitate and support Start-up.
  • Makes recommendations regarding operations team organisation plans for each phase of the project. Participates in personnel selection for facility startup and Phase 5 operations
  • Review work rosters & task assignments of the Start-up team to ensure that the plant is manned by appropriately trained and competent personnel; makes appropriate standby / back up arrangements as required. Contributes to training/competency material development and processes for personnel who will operate and maintain the new equipment to drive competency assurance withinthe Operation team
  • Mentor/coach Operations and Maintenance personnel in all aspects of plant operations. This should support/guide all levels of the team and assure knowledge and experience is sufficient to support a robust succession plan during Phase 5 Operations.
  • Provide support as required for problem solving in all areas of the plant operation.
  • Develop Unit Reliability Brief; identify longer term issues and provide input to implementation plans
  • Maintains shift report and advises the incoming Shift Production Coordinator of any abnormal situations or maintenance activities that requires action to be taken.

Essential skills and knowledge 

  • Strong project operations knowledge and experience
  • Ability to work autonomously, as well as provide the operational input necessary to efficiently and effectively execute CPDEP Phase 3 - 5 (project) specific with Project Operations Planning (POP) definition, risk identification and stakeholder alignment.
  • Excellent communication and leadership skills
  • Demonstrated experience in Commissioning & Start-Up processes within the Oil & Gas industry
  • Prioritise work load and raise issues that cannot be resolved, up through the operations line
