Introduction

  • Reporting to Head of Commissioning OFFSHORE, the commissioning Integrated and Control Safety System (ICSS) Lead is responsible for managing ICSS commissioning activities during execution stage of Offshore to ensure objectives are safely met within the approved scope and schedule
  • ICSS Lead shall ensure that all his scope of work is completed in accordance with safety and quality standards applicable.
  • Manage all Control system and Instrumentation Commissioning to ensure the technical objectives are safely met within the approved scope, quality, schedule and in SIMOPS
  • Interfaces with various project teams and various EPC on resolving related issues that require effective communication, initiative, flexibility and an ability to induce collaboration.
  • Provide the start-up and performance test support
  • Maintain company strict ICS Cybersecurity requirement / practice during commissioning / execution
  • Offshore environment

What are you going to do

  • Manage all execution of ICSS commissioning activities to achieve commissioning schedule on target with all safety requirements especially during SIMOPS
  • Monitor the contractor ICSS commissioning activities making sure the OPERCOM® methodology is respected and the system database ICAPS© is used properly
  • Lead execution for ICSS commissioning at offshore and keep commissioning execution committed to targets defined by the project management
  • Maintain company strict ICS Cybersecurity requirement / practice during commissioning / execution
  • Make sure that the required ICSS and instruments commissioning spare parts and special tools are available
  • Monitoring of VENDORS activities, Punchlist clearance, OTP, performance guaranteed test etc.
  • Monitoring and review progress in ICAPS on daily basis
  • Clearing of punch-list items blocking the handover certificate
  • Responsible for readiness of the main milestone of ICSS system sub system (MC walkdown, RFC, RFSU, PSSR etc.)
  • Provide guidance and timely review on contractor’s commissioning execution plan and processes verifying fitness for purpose and compliance with contract requirements including codes and standards
  • Review and propose mitigation for Commissioning aspects of the Risk Management Plan and Monitor the mitigation when defined
  • Review all Commissioning changes, including justification for cost and schedule impacts, in accordance with the MOC procedure.
  • Attend to meetings as required, mentor the trainees to develop their project skills and experience while being on site; Maintain a register of lessons learned

Essential skills and knowledge 

  • Engineering degree in Control System or bachelor degree with minimum 10 years experience
  • Minimum of 10 years of total experiences with at least 6 years demonstrated as commissioning experience in major capital projects
  • Experiences for preparation and set up of system completion data base and technical commissioning deliverables for Control System and Instrument
  • Experiences in Honeywell ICSS system (Experion PKS DCS, Safety Manager SC controller, FDM, Alarm Management System, OTS, etc.) and database merging procedure
  • Hands on experiences with ICS (Industrial Control System) Network and Cybersecurity (Familiarity with IEC62443 will be a plus)
  • Experiences for commissioning execution of ICSS (DCS, FGS, IPS/ ESD), field instruments (Transmitters, ESDV, MOV), package equipments (HVAC, Clean Agent Fire Suppression Systems, Fiber Optic Leak Detection System) on SAT/ FAT, fabrication yard, onshore, offshore, and perform start-up / performance test assistance on well head platforms
  • Experience in offshore environment especially in SIMOPS conditions
  • Experience managed EPC contractors, sub-contractors and vendors involved in the oil and gas project at many locations
  • Familiar with system completion database ICAPS and OPERCOM methodology
  • Worldwide commissioning experience with contractors or under companies involved in the commissioning and start up support of Offshore production facilities
  • Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT
  • Application and in-depth knowledge of stakeholder specifications, international standard and a working knowledge of Industry standards
  • Conversant with ATEX/IEC regulations
  • Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT
  • Good knowledge of electrical, instrument, telecom, piping and mechanical equipment
  • Ability to communicate with Contractor’s team and obtain required information as requested
  • Experienced with Interface coordination and support activities and documentation
