What are you going to do 

We are seeking an experienced Senior Planning Control Engineer to join our team in Singapore. The successful candidate will play a key role in project controls, planning, and scheduling for major oil & gas and engineering projects, both onshore and offshore.

  • Develop, implement, and maintain project schedules using Primavera P6 and other planning tools.
  • Establish and manage Master Deliverables Registers, S-Curves, and progress measurement systems.
  • Lead project controls setup, including cost and budget control, resource planning, and performance reporting.
  • Prepare and review CTRs (Cost, Time, Resource) and MDRs (Master Deliverables Registers).
  • Conduct progress analysis, schedule risk analysis, and critical path management.
  • Liaise with project management, engineering leads, supply chain, and EPC contractors to ensure alignment on deliverables and timelines.
  • Support contract management, including variation orders, change requests, and contract amendments.
  • Prepare and present weekly and monthly project reports, including progress, cost, and performance indices (SPI, CPI).
  • Oversee internal and external reporting, including portfolio performance reviews and client meetings.
  • Support project start-up, feasibility studies, FEED, detailed design, and execution phases.
  • Ensure compliance with company project services standards and industry best practices.
  • Mentor and support project services teams, fostering knowledge sharing and continuous improvement.

Requirements

  • Bachelor’s degree in Engineering (Mechanical preferred) or related discipline.
  • Minimum 15 years’ experience in project controls and planning, with at least 10 years in the oil & gas industry.
  • Proven track record in managing planning and controls for large-scale EPC, FEED, and brownfield/greenfield projects.
  • Strong experience with Primavera P6 (Advanced), Microsoft Excel (Advanced), and project controls software (e.g., Ecosys, GBS).
  • Demonstrated expertise in cost control, budget management, and resource planning.
  • Experience in both onshore and offshore project environments, including FPSO and plant construction.
  • Familiarity with contract management, procurement, and risk analysis.
  • Excellent communication, leadership, and stakeholder management skills.
  • Registration with the Board of Engineers (or equivalent professional body).
  • Training in Primavera Risk Analysis and advanced project controls methodologies.
  • Experience with carbon capture, storage, and decarbonisation projects is an advantage.
  • Ability to manage multiple projects and portfolios simultaneously.
