Job Description

We are seeking an experienced Document Controller to manage the project document lifecycle for a major offshore energy project. This role is critical not only for managing the entire project document lifecycle in compliance with Client's standards but also for acting as the primary focal point between the project teams in China and Singapore and Client representatives based in Singapore.

  • Document Lifecycle Management: Manage the end-to-end process of project documents including registration, tracking, revision control, distribution, and final archiving.
  • Client Focal Point & Coordination:Act as the primary point of contact for all document and correspondence-related matters between the project team (China & Singapore offices) and the Client team in Singapore.Facilitate and lead discussions to resolve queries, clarify requirements, and align on document standards and submittal processes.
  • EDMS Administration: Operate and administer the project's Electronic Document Management System.
  • Procedural Compliance: Implement and enforce the project's Document Control Procedure, ensuring compliance with Client-specific standards and requirements.
  • Transmittal & Correspondence Management: Prepare and issue all formal transmittals to the client and other parties. Track, monitor, and manage all incoming and outgoing correspondence.
  • Reporting & Status Tracking: Generate and distribute regular document status reports, dashboards, and metrics for project management and the client.

Requirements

  • Education: Minimum Diploma or equivalent qualification.
  • Experience: Minimum of 5 years of proven experience as a Document Controller, preferably in the oil and gas industry.
  • Industry Knowledge: Recent experience on offshore oil and gas projects is essential. Preferred Candidates with experience in EPCI (Engineering, Procurement, Construction, and Installation) projects and offshore platform projects.
  • Language Skills: Fluent in English (both written and spoken) at a professional working level, as this is critical for effective communication with the client in Singapore and internal teams. Ability to communicate in Mandarin is required to liaise with Mandarin-speaking stakeholders in China.
  • EDMS Proficiency: High proficiency in at least one major EDMS platform.
  • Technical Knowledge: Basic understanding of engineering document types, workflows, and the overall project lifecycle.
