Introduction

  • The position is responsible and accountable for all Logistics activities pertaining to the scope of Onshore from movement of materials and equipment to directing preparation of transport and logistics policies, procedures, and manuals to ensure that activities in support of project operations are consistent and in-line with Company and Site logistics policies.
  • The position shall interact daily with Divisional Managers and Procurement personnel (EPC-1, EPC-2, EPC-3, EPC-4 and counterparts from the EPC Contractors’ Procurement and Logistics departments.
  • The position includes close coordination and interaction with Port Authorities at Site Port, Hamad Marine Port, Hamad International Airport, Road Transport Authorities and GDIS Security.
  • The position includes a close coordination and interaction with the Onshore Project Head of Planning and Planning and Schedule Specialist(s) to keep control on the schedule and key Project and Progress Milestones.
  • Responsible for supporting the EPC Contractors in logistic movements onshore within Ras Laffan City for personnel and material movements and logistics required to support construction camp operations.
  • Ensure that All EPC’s are having the required laydown areas for arrival of equipment’s. Support with abnormal loads requiring Site circulars, escorts when required.
  • Interfacing with other projects for materials coordination into Site Port.

What are you going to do 

  • Uphold safety, health, environmental and worker welfare performance of all logistics execution activities being implemented by the EPC Contractors. Implements and sustains a strong safety culture by inspiring safety commitment via demonstration of safety leadership by example. Ensures compliance with all relevant safety, health and environmental procedures and policies to promote a healthy and safe work environment;
  • Develops and maintains relationships with Qatari and 3rd Party transportation authorities to keep aware of and enable utilization of new transportation techniques and systems, and assure effective handling of shipping, including the aspects of customs, export / import matters and foreign government regulations;
  • Maintain contacts with the EPC Contractors’ organizations to ensure project requirements related to logistics are implemented and sustained;
  • Works with the EPC Contractors to identify and implement transportation techniques for the purpose of moving project materials and equipment in a safe and efficient manner;
  • Maintain a database to monitor logistic trends and up to date information regarding freight market (cargo vessel availability, crew availability and vessel berth plus rates);
  • Provides advice and support to PMT Project Managers and EPC Contractors on their long-term logistic strategy and programs including personnel movement in RLIC;
  • Prepare logistic analysis reports which contain information and recommendations on project site conditions, transportation modes, legal requirements, customs material handling, and shipping rates. Communicates information to all concerned parties;
  • Directs the planning and execution of logistics studies as required for project PMT;
  • Maintains contact with Traffic & Logistics (T&L) industry sources and information resources to remain informed of industry trends, tools, and best practices;
  • Maintains contacts with government regulatory agency personnel as necessary to ensure compliance with applicable regulations.

Essential skills and knowledge 

  • Bachelor’s degree in engineering or equivalent degree;
  • Minimum of fifteen (15) years in Project Execution, with a strong background in Logistics, Transportation, Procurement, and management of large Logistics activities;
  • Knowledge of and proficiency in the techniques of identifying, analyzing, and resolving transportation and logistics problems;
  • Knowledge or experience in planning work particularly related to project activities of suppliers and subcontractors, and shipping companies;
  • Demonstrates sound written and verbal communication skills with the ability to communicate at all organizational levels, in particular when at Site;
  • Experience with major and first tier EPC Contractors, Sub-contractors and Vendors involved in the oil and gas industry;
  • Demonstrate ability and sensitivity to work with people from a variety of cultural backgrounds;
  • Experience with large complex projects;
  • Diverse technical and business background in executed projects to enable strong interface and communications with Project Managers, Business Team personnel, government and port authorities and construction personnel;
  • Good teamwork ability, facilitation skills and communication skills;
  • Good analytical, organizational, and problem-solving skills.
