What are you going to do 

Job Description:

  • Fulfil a Company technical consulting position, which supports all Company in the safe operation of existing facilities and the safe design of new projects;
  • Development and implementation of best practices for the PSM and Risk Management discipline. It also includes providing technical guidance and assistance to evaluate technical quality issues and identify technical improvement, quality assurance of deliverables and implementing cost benefit improvements for the discipline;
  • Define and develop Process Safety guides and templates that can be leveraged globally for such things as Failure Mode and Effect Analysis(FMEA) , Fault Tree Analysis(FTA), Major Accident and Risk Analysis(MAR), Worst Case Scenarios, Layers of Protection Analysis (LOPA), Hazard and Operability Analysis(HAZOP)studies, Bowtie, what if and checklist, Event Tree Analysis (ETA), Safety Integrity Level (SIL) and Hazard Identification (HAZID);
  • Lead PSM and insurance audits and prepare audit report;
  • Set PSM and Insurance Audit Plan and Develop PSM and Insurance Audit Checklist;
  • Reviewing, evaluating and Auditing of the process safety management program and provide necessary guidance and support including detailed action plan to ensure effective PSM program;
  • Participate in Process Safety incident root cause investigations and assist in leveraging the learning from these incidents;
  • Lead Action Tracking Management System and Coordinate with concerned Teams to prioritize action items;
  • Lead the Safety Critical Equipment (SCE) identification and Develop Performance Standard for design and operations stages;
  • Develop and review PSM related standards, guideline and procedures;
  • Participate in Hazard Identification, Process Safety Management (PSM) and Risk and Reliability studies, including engineering & facility verification (asset integrity management [AIM]) and solutions to improve operational safety and environmental protection;
  • Participate and represent PSM in Project studies and design stages as required;
  • Lead HAZOP, HAZID Teams;
  • Participate in PSSR and provide guidance and support for implementing effective PSSR;
  • Quantitative Risk Assessment including Hazard and cost benefit Analysis by inclusion of societal risks;
  • Prepare PSM training courses, refresher training, mentoring, coaching and on job training and provide necessary training to Company and Contractors staff;
  • Carry out Human Failure, Facility siting, Inherently safer design and Consequence Analysis studies;
  • Develop process safety initiatives to continually improve, achieve and maintain PSM;
  • Conduct of assessments, studies, audits, evaluations and reviews which include:
    • Business requirements;
    • Benchmark studies;
    • Feasibility studies;
    • Audits, Technical Support - ISO 9001, ISO14001, OHSASI 8001 & ISO 45001;
    • Systems design, development and implementation assistance;
    • Plans and project management.

      Skills:

  • Technical interface with HSE regulators, insurers and other key external stakeholders;
  • Able to connect upstream oil and gas process hazards to equipment requirements;
  • Able to specify performance standards for safety critical systems;
  • Able to supply day to day operational support in mitigating risks;
  • Able to proactively apply engineering and problem solving skills to meet challenging safety and business objectives;
  • Communicate effectively with project team and Company staff;
  • To ensure effective management and leadership of the PSM and insurance audit processes and implementation.

Essential skills and knowledge 

Qualification and Experience:

  • Bachelor's Degree in Chemical/ Mechanical/ Petroleum/ Instrument Engineering or equivalent with minimum of twenty (20) years of professional experience within an Oil & Gas Company;
  • The PSM Consultant shall have a high level of knowledge and understanding of the following technical aspect (as a minimum):
  • Design, operations, technical support, key hazards/risks and process safety management features of typical Oil and Gas fields;
  • Risk-based design and engineering practices, and the relevant industry standards;
  • Hazard identification;
  • Risk assessment;
  • Process Safety report preparation;
  • Process safety performance monitoring and auditing;
  • Risk reduction and ALARP;
  • Detailed knowledge and understanding in difference between personal and process safety;
  • Risk management;
  • Incident investigation, prevention and analysis;
  • Process safety Information (PSI) and Documentation;
  • Emergency Response and Crisis Management;
  • Technical Safety Project documentation;
  • Leak Path Reduction;
  • Layout Optimization;
  • Hazardous Area Classification;
  • Toxic Facility Classification Analysis;
  • Fire Protection Analysis;
  • Active Fire Protection Design;
  • Passive Fire Protection Design;
  • Fire Safety Assessment;
  • Flare Radiation, Toxic and Noise Assessment;
  • Safety Critical Elements Identification, and Design Performance Standards for design and operation stages.
  • ALARP Demonstration process;
  • Technical Pre-Start-Up Safety Reviews (PSSR);
  • PHSER;
  • Safe work practices and procedures: PTW, JSA; Management of Change, human factors, LOTO, Mechanical isolation and blinding, clamping, override, and inherently safe design;
  • Fires and explosions: fundamentals; hazard evaluation, prevention and mitigation; codes and standards.
  • Safe Operating Envelope (SOE);
  • Standard Operating Procedure (SOP) requirements Alarm Management and Rationalization;
  • Quantitative Risk assessment (QRA) Process Safety Audit.
