Introduction

This role focuses on the early stages of a major civil project - setting up procurement strategies, managing tender processes, negotiating contract terms, and mitigating commercial risks before works commence. You'll work closely with technical, legal, and financial teams to ensure contracts are sound, compliant, and ready for handover to delivery teams.

What are you going to do 

  • Develop and manage pre-contract strategies aligned with project goals
  • Lead tender preparation, submission, evaluation, and award processes
  • Negotiate contract terms (e.g., GC21 Collaborative D&C) to ensure fair risk allocation
  • Identify and mitigate commercial and contractual risks early
  • Coordinate with stakeholders including consultants, contractors, and funding bodies
  • Ensure compliance with NSW procurement and funding guidelines, including DRFA
  • Support smooth handover from pre-contracts to project delivery teams

Essential skills and knowledge 

  • Tertiary qualifications in Construction Management, Engineering, Law, or related field
  • Experience in pre-contract phases of major civil infrastructure projects (roads preferred)
  • Strong understanding of NSW procurement legislation and public sector frameworks
  • Skilled in contract drafting, review, and negotiation
  • Strong commercial acumen and understanding of tender evaluation
  • Effective communicator with experience engaging multiple stakeholders
  • Professional memberships (e.g., Engineers Australia, AIQS) desirable
