Introduction

The Electrical Lead - Commissioning is responsible for planning, coordinating, and executing all electrical pre-commissioning and commissioning activities to ensure the safe, reliable, and timely energization of electrical systems.

The Electrical Lead - Commissioning is responsible for planning, coordinating, and executing all electrical pre-commissioning and commissioning activities to ensure the safe, reliable, and timely energization of electrical systems.

This role is responsible for medium- and low-voltage electrical systems, substations, switchgear, transformers, power distribution networks, and electrical protection systems. The Electrical Lead ensures all equipment is tested, commissioned, and handed over in accordance with Client specifications, project requirements, safety standards, and operational objectives.

Key Responsibilities

  1. Commissioning Planning & Preparation

* Ensure contractors execute electrical commissioning activities in accordance with approved commissioning procedures, Inspection and Test Plans (ITPs), method statements, and testing protocols.* Review electrical drawings and documentation including:
o Single Line Diagrams (SLDs)o Schematics and wiring diagrams
o Cable schedules and load lists* Prepare commissioning schedules, manpower plans, and test equipment requirements.
* Coordinate commissioning activities with construction, engineering, and project teams.

  1. Electrical Systems Commissioning

* Lead commissioning activities for:o Medium Voltage (MV) and Low Voltage (LV) switchgear
o Power and distribution transformerso Motor Control Centers (MCCs)
o UPS systems and battery bankso Diesel generators and standby power systems
* Verify installation completion and supervise pre-energization inspections.* Ensure correct phasing, grounding, and protection settings prior to energization.

  1. Testing & Energization

* Oversee electrical testing including:o Insulation Resistance (IR) testing
o Continuity and cable testingo High Voltage (HV) testing (VLF, Hi-Pot, etc.)
o Protection relay testing and coordinationo Functional testing of control circuits and interlocks
* Lead system energization activities in a safe and controlled manner.* Develop switching procedures and isolation plans.

  1. Protection & Control Systems

* Validate electrical protection schemes including:o Overcurrent, differential, and distance protection
o Motor protection systems* Review relay settings, trip circuits, and protection logic.
* Coordinate with the Instrumentation & Controls (I&C) team to support SCADA and DCS integration.

  1. Pre-Commissioning & System Readiness

* Ensure completion of Inspection and Test Records (ITRs) and closure of all punch list items before energization.* Participate in system walkdowns and readiness reviews.
* Verify mechanical completion and commissioning readiness.* Coordinate system handover from Construction to Commissioning.

  1. Start-Up & Operational Support

* Support plant start-up, load testing, and system stabilization.* Troubleshoot electrical faults and equipment issues during commissioning.
* Ensure reliable system performance during initial operations.

  1. Commissioning Documentation

* Ensure accurate completion of:o Commissioning reports and test records
o Energization permits and switching logso Protection relay documentation
* Verify red-line drawings and as-built documentation.* Ensure compliance with applicable IEC, IEEE, NFPA, and Client standards.

  1. HSE Compliance

* Promote and enforce compliance with HSE policies and procedures, including Permit to Work (PTW) and LOTOTO requirements.* Ensure high-risk electrical activities such as energization, high-voltage testing, and switching operations are carried out safely.
* Conduct toolbox talks and risk assessments.* Promote a strong safety culture across the commissioning team.

  1. Interface & Coordination

* Coordinate with:o Mechanical, I&C, and Process Commissioning teams
o Construction and QA/QC personnelo Equipment vendors and OEM representatives
o Client representatives and Operations personnel* Participate in commissioning progress meetings and reporting.

  1. Leadership & Team Management

* Lead and supervise electrical commissioning technicians and contractors.* Allocate work, monitor progress, and ensure commissioning activities remain on schedule.
* Drive accountability, quality, safety, and team performance.

Essential skills and knowledge 

Bachelor's Degree in Electrical Engineering (or equivalent) or an equivalent combination of technical education and a minimum of five (5) years of relevant field experience.

Experience

* Minimum 10-15 years of electrical engineering experience.* Minimum five (5) years in an electrical commissioning leadership role.
* Experience on large-scale EPC projects within mining, power generation, oil & gas, smelting, or heavy industrial facilities.* Proven experience leading electrical system energization and plant start-up activities.

* Strong leadership and decision-making abilities.* Excellent troubleshooting and analytical skills.
* Effective communication and coordination skills.* Ability to perform under pressure during critical commissioning and energization activities.
