What are you going to do 

We are partnering with our client, a leading organization in the Oil and Gas sector, who is seeking a Deputy Commissioning Manager on contract basis. In this high-impact role, you will be at the forefront of commissioning activities across complex systems and disciplines, playing a pivotal part in ensuring safe, efficient system readiness and successful project handover. You will be a key leader within our client's team, interfacing directly with project leadership, head office, and client stakeholders.

Key Responsibilities:

  • Lead the preparation of all commissioning deliverables, including procedures, systemization plans, execution schedules, testing plans, and turnover/handover documentation.
  • Define and implement systemization and subsystem breakdowns in coordination with engineering, construction, and client stakeholders.
  • Develop detailed commissioning execution plans, including sequence, resources, vendor support, and temporary operating strategies.
  • Oversee the mobilization and setup of site commissioning team, ensuring adequate manpower, facilities, tools, and systems are in place.
  • Direct and control the execution of all commissioning activities, ensuring they are performed safely, in line with project schedule, budget, and in accordance with approved procedures.
  • Act as the single point of contact on site for all commissioning-related matters, including direct interface with client representatives and vendors.
  • Serve as the final decision-maker for commissioning and live plant activities, ensuring readiness and safety prior to energization, introduction of hydrocarbons, or start-up.
  • Manage subcontractors, vendors, and internal resources involved in commissioning to ensure integration and performance.
  • Monitor and report commissioning progress, risks, and issues to the Project Manager and Construction Delivery Manager and take corrective actions as required.
  • Ensure completion of all commissioning records and handover documentation in readiness for client acceptance and project closeout.
  • Attend daily and weekly meetings with client project management and operations teams.
  • Completion of commissioning activities in line with project schedule, milestones, and budget.
  • Safe execution of all commissioning works with zero or minimal incidents during live plant operations.
  • Successful systemization, procedural readiness, and approval of all commissioning deliverables.
  • Achievement of handover targets and acceptance of systems by client without major outstanding items.
  • Timely and accurate reporting of commissioning progress, issues, and resolution plans.

Essential skills and knowledge 

  • Bachelor's Degree in Engineering (Mechanical, Electrical, Instrumentation, Process or related discipline) or equivalent experience in commissioning management.
  • Minimum 15 years of experience in oil and gas commissioning, with at least 5 years in a leadership role as Commissioning Manager or equivalent.
  • Proven experience planning and executing full-cycle commissioning on major oil and gas or industrial projects.
  • Strong background in development of commissioning procedures, systemization, and readiness planning.
  • Experience interfacing directly with clients and leading commissioning teams in live plant environments.
  • In-depth knowledge of commissioning processes, system turnover, pre-commissioning, commissioning, and start-up activities.
  • Skilled in systemization, sequencing, and planning of commissioning works in alignment with construction and project milestones.
  • Strong leadership and decision-making abilities to manage multi-discipline teams and live plant activities.
  • Excellent client interfacing, coordination, and problem-solving skills.
  • Deep understanding of HSE and quality requirements for commissioning and live operations.
