Introduction

  • We are seeking a driven and experienced Telecommunications Specialist to lead all telecommunications construction, integration, pre-commissioning and commissioning efforts under a Main Automation Contract (MAC) framework.
  • This role is critical to providing leadership, ensuring alignment with project goals, ensuring effective communication, and maintaining a systematic approach to pre-commissioning and commissioning and driving timely completion of telecom scope.

What are you going to do 

  • Telecom Construction Oversight: Manage the construction and installation of systems such as Access Control (ACS), Emergency Alarm (EAS), Business LAN, Wide Area LAN, Structured Cabling (SCS), CCTV (Security & Operations), Perimeter Intrusion Detection (PIDS), TETRA Radio and Cellular, LTE towers, Wireless Access Points (WAP), Audio Visual (AVS), VOIP and Hotline telephony.
  • Field Issue Resolution & RFIs: Lead proactive resolution of telecom field issues, ensuring prompt responses to Requests for Information (RFIs) and technical clarifications.
  • Authority Coordination: Serve as the primary interface with Ras Laffan Industrial City (RLIC) - Telecoms Department, QatarEnergy, Q-Chem - Telecom department, Ministry of Interior – General Directorate of Information Systems (MOI-GDIS), and Ooredoo for regulatory alignment, cybersecurity implementation and system integration.
  • Turnover Alignment: Coordinate telecom system turnovers in lockstep with process unit completions to support a smooth, sequenced startup and commissioning approach. Ensure a systematic approach to pre-commissioning and commissioning, where telecommunications systems installed within specific buildings are handed over alongside those process units.
  • Training Management: Ensure the MAC contractor conducts all contractual trainings on time, and that all internal stakeholders are identified and attend. Validate training content and execution meet project standards.
  • Change Management: Support the MAC Manager in reviewing change orders, resolving contractor scope gaps, and documenting management-of-change (MOC) items related to telecom.
  • Commissioning Readiness: Lead telecom completions, including pre-commissioning and commissioning, ensuring systems are fully tested, documented, and ready for handover.

Essential skills and knowledge 

  • Education: Bachelor’s degree/Diploma in Telecommunications, Electrical Engineering, or related field.
  • Experience: Minimum 10 years’ experience in telecom within industrial or oil & gas megaprojects in the Middle Eastern region.
  • Required Skills:
    • Strong leadership, communication, and organizational skills, with the ability to manage complex projects and coordinate multiple stakeholders.
    • Strong command of MAC execution strategy and contractor coordination in large-scale environments.
    • Proven ability to resolve field issues, manage multiple stakeholders, and enforce quality/schedule standards.
    • Fluent in managing complex RFQ, RFI, MOC and change order processes under time constraints.
  • Preferred Skills: Familiarity with Qatar regulatory landscape and telecom compliance requirements.
