Introduction

  • Responsible and accountable for execution of commissioning, start-up, and hand-over of Industrial Cities (VI) assets/facilities in projects and to ensure that:
    • Industrial Cities Asset Owners are fully ready to assume ownership of the commissioned project deliverables (facilities) at the point of delivery/handover stage, and that they are able to operate and maintain the delivered assets/facilities in a safe, reliable and sustainable manner.
    • Industrial Cities (VI) Projects are delivered within schedule, at much lower cost and at the highest productivity while maintaining the highest standard in quality and HSSE.

What are you going to do 

  • As VI Commissioning Team Lead, to be responsible and accountable for commissioning and handover of Industrial Cities (VI) projects in-line with procedure for project commissioning and handover.
  • Responsible to capture the pre-commissioning, commissioning, and handover deliverables requirements during the projects’ phases (FEED and EPIC).
  • Review of project documentation, design deliverables, project execution plans, and ensure all relevant information related to commissioning are included.
  • Ensure that all project pre-commissioning, commissioning, and start-up services implemented by the outsourced contractors are conducted as per Qatar Energy regulations and industry best practices.
  • Lead the development of the Commissioning Team from the project stakeholders. In consultation with the commissioning team, to develop Projects Commissioning Strategy, Commissioning Plan, Systems Commissioning Procedures, and obtain approval for the same in accordance with Contract requirements, and project schedule.
  • Coordinate and arrange for approval of all pre-commissioning, commissioning handover checklists, snags clearance and closeout, certification, and coordinate with Contractor/Vendors to trouble shoot any equipment performance problems.
  • Lead the project commissioning phase progress meetings and approve the progress reports for the same for VI individual projects. Prepare weekly, monthly, and as per request, overall consolidated VI projects commissioning progress reports.
  • Coordinate schedule for vendors’ presence/site visits, classrooms and on-job training to asset holders for critical equipment and processes.
  • Initiate the Plant Pre-start UP Safety Review (PSSR) in line with applicable standards, and participate on FAT, monitoring / collecting data during the SAT, performance tests and contribute to all safety design review and studies related to the project.
  • Initiate the preparation of the Commissioning Dossier as part of the project documentation handover package and ensure commissioning phase lessons learnt are captured and included in project overall lessons learnt document.

Essential skills and knowledge 

  • B.Sc. in an Engineering Discipline
  • Minimum of ten 10 years’ experience in design, construction, commissioning, and start-up of oil & gas processing plants & Infrastructure, and preferably onshore/offshore with Oil & Gas industries / EPIC contracting companies. Minimum 8 years’ experience as Commissioning Coordinator/Team Leader.
  • Multi-discipline engineering exposure with troubleshooting and problem-solving skills is considered essential for the position.
  • Good leadership, communication skills, supervisory, planning & organizing skills and proactive management skills.
  • Experience in report writing and system development.
