Introduction

  • Head of Completion & Handover is responsible of the safe and certified transfer of systems from Construction to Commissioning, and from Commissioning to Start-up and OES.
  • Ensure that all tasks are complete, workable, as per project and design specification following Commissioning sequence and priorities.

What are you going to do 

  • Ensure, review and approve Contractor deliverables associated to construction, pre-commissioning and commissioning are following commissioning and start-up sequence and delivered in due time.
  • Maintain constructive working relationship with contractor to ensure safe and flawless preparation, execution and delivery of the pre-commissioning and commissioning works and activities in compliance with the contract requirements.
  • Maintain constructive working relationship with all stakeholders to ensure safe and flawless execution, avoiding conflicts and changes in work.
  • Maintain constructive Internal working relationship to ensure safe and flawless execution, avoiding conflicts and changes in work.
  • Scope dimension: 3 Areas (Utility, Process & Inlet facilities), more than 1,5 million check sheets, more than 5000 sub-systems.
  • Oversee the preparation, review & management of all documentation related to system completion & handover.
  • Ensure Completion & handover strategies/plans are aligned with Commissioning & start-up sequences and accuracy, completion & compliance with contractual requirements.
  • Develop comprehensive strategies for system completion & handover in a way to achieve milestones due dates.
  • Establish key points of contact and early coordination mechanism from construction to PCC, and from PCC to OES.
  • Ensure the completion system is updated reflecting the agreed limit of systems and the plan is progressed maintaining integrity of documentation in line with the Commissioning & startup sequence.
  • Ensure that there are no frequent changes of the database to avoid re-work and delays.
  • Identify potential risks of delay and develop mitigation strategies and plans to minimize and prevent delay to critical handover milestones
  • Ensure effective punchlist management by contractor expediting punch closure to support the handover of sub/systems.
  • Optimize resource allocation and utilization to support efficient system completion & handover processes.
  • Provide day-to-day coordination with Contractor counterpart.
  • Participate and lead contractors skyline subsystem progress while providing verification of ITR and dossier progress to relevant construction and pre/commissioning mangers.
  • Implement the lessons learnt from other projects to increase efficiency ness.
  • Ensure safe and smooth Care Custody & Control of Area handover documentation from Contractor to OES.

Essential skills and knowledge 

  • Bachelor degree in Engineering.
  • 10 years' of Commissioning and/or Maintenance positions within Oil & Gas and LNG Plants including 2 years' experience in a supervisory role, including acting roles, or oversight of contractor/sub-contractors/service/vendor personnel.
  • Strong leadership skills, experience leading multi-discipline teams, Contractors and working closely with operations and end-users.
  • Familiar and conversant with systemization, system completion database, PCC procedures, including SIMOPS.
  • Multi-discipline technical background in the oil & gas industry.
  • Good comprehension of Construction, Commissioning, Start-up & Operation specificities.
  • Good teamwork and facilitation skills.
  • Good analytical, organizational and problem-solving skills.
  • Risk management experience.
  • Capability to take workload and manage priorities.
