Engineer, Turnaround & Projects

We are seeking an experienced Engineer, Turnaround & Projects to support the planning, coordination, execution, and close-out of major plant turnarounds and project activities at our Jurong Island facility. The successful candidate will play a key role in delivering safe, reliable, and cost-effective turnaround execution while supporting plant improvement and capital projects.

Key Responsibilities

Turnaround Planning & Engineering

• Develop and maintain detailed turnaround work scopes and schedules.
• Prepare execution work packs, methodologies, manpower requirements, equipment, tools, scaffolding, lifting plans, and logistics arrangements.
• Conduct site verifications and technical reviews to ensure work readiness.
• Coordinate with Operations, Maintenance, Engineering, Inspection, and E&I teams for turnaround preparation and execution.
• Support procurement of long-lead materials, specialist services, and rental equipment.
• Participate in readiness reviews, risk assessments, and scope freeze activities.

Turnaround Execution

• Coordinate daily shutdown activities to ensure safe and efficient execution.
• Monitor contractor productivity, schedule adherence, quality, and milestone achievement.
• Identify execution risks and implement recovery plans where required.
• Resolve field technical issues in collaboration with multidisciplinary teams.
• Support progress reporting, control room coordination, startup, commissioning, and plant handover activities.
• Support day or night shift operations during major turnaround events.

Project Engineering

• Support execution of plant modification, reliability improvement, and minor CAPEX projects.
• Coordinate engineering reviews, procurement, installation, and contractor management activities.
• Develop and monitor project schedules, budgets, and deliverables.
• Support Management of Change (MOC), commissioning, mechanical completion, and project close-out documentation.

Contractor & Cost Management

• Coordinate contractors and vendors to ensure compliance with safety, quality, and project requirements.
• Monitor contractor performance, manpower utilization, and project expenditures.
• Support cost tracking, project justification, and management reporting activities.

Continuous Improvement

• Participate in post-turnaround reviews and lesson-learned sessions.
• Drive improvements in turnaround planning, execution methodologies, and maintenance practices.
• Support development of engineering standards, templates, and procedures.

Education & Experience

• Degree in Mechanical Engineering with a minimum of 5 years' maintenance or turnaround experience in Oil & Gas, Petrochemical, Chemicals, Industrial Gases, or related process industries.
• Diploma holders with extensive relevant experience may also be considered.
• Experience participating in at least two major plant turnarounds exceeding 150,000 man-hours is preferred.
• Experience in gas processing plants, ASU, SMR, or gasification facilities will be advantageous.

Technical Competencies

• Knowledge of maintenance planning and execution for rotating equipment including: Steam Turbines, Centrifugal Compressors , Reciprocating Compressors, Screw Compressors, Multistage Pumps
• Familiarity with static equipment such as pressure vessels, boilers, storage tanks, piping systems, valves, and safety relief valves.
• Understanding of engineering standards and codes including API and ASME.
• Knowledge of SAP Enterprise Asset Management (EAM) systems.
• Proficient in Microsoft Office applications
