Provide executive-level professional advice and guidance in the strategic allocation, planning, funding governance, and macro-level stewardship of costs and expenditures for the Restoration Project across all project phases.
What are you going to do
Ensure cost data integrity, labor verification, and financial status reporting across all assigned Time & Resources, and Lump Sum contract packages, ensuring that actual hours, equipment utilization, and fixed-price expenditures compiled and reported to provide project management with absolute visibility on cost efficiency and performance.
Provide expert guidance to Project Cost Engineers assigned across both T&R and packages, ensuring a standardized project control practice regarding daily headcount monitoring, actual man-hours expended, Value of Work Done (VOWD) reporting, trend/contingency management, and expenditures allocation.
Support the Business Division Manager by leading the quantitative financial, resource, and budget input into Funding Packages (e.g. Advance Commitments, Full Funding, Supplementary Funding), recommending strategic budget reallocations to ensure Project Cost at Completion remains strictly aligned with approved funding thresholds across all project phases.
Development of Forecast cost estimates and preparation of annual Work Program and Budget (WP&B) taking full consideration of project scope, progress achieved and pending to complete scope.
Develop and maintain the project's Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS), ensuring they are optimized to track, segregate, and control hourly reimbursable expenditures independently from fixed-price milestone elements across the overall project scope.
Execute rigorous monitoring, verification, and auditing of Contractor deliverables, timesheets, progress claims, and VOWD submissions. Systematically track both FEED cost performance and contractor labor productivity indexes by cross-referencing hours claimed against actual physical progress achieved (Earned Value Analysis).
Advise Head Project Controls and Project Leadership immediately of any adverse resource burn rates, operational inefficiencies, potential cost issues, or budget overruns. In conjunction with project leadership, proactively develop and implement timely cost recovery plans, labor optimization strategies, and corrective actions to mitigate project cost exposure.
Steward project commitments, trends, and budget allocations; evaluate the financial impact of proposed variations, labor rate adjustments, or extended overtime against the approved cost baseline to ensure all changes are economically justified before steering them through formal financial approval workflows.
Implement and manage robust in-house cost and resource tracking solutions to systematically validate contractor time-writing data against independent site metrics (such as gate-access logs) while ensuring the absolute accuracy, integrity, and consistency of overall project cost reporting.
Provide financial and cost-estimation support during pre-award tender phases; evaluate contractor commercial rate structures, benchmark labor cost models against market data, and perform financial sensitivity analyses to assist the procurement committee in commercial bid evaluations.
Essential skills and knowledge
Bachelor's degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, and Statistics.
Eight (8) years' experience in business related function or discipline, including four (4) years in the Oil & Gas Industry, and including 1 year experience in a supervisory or acting role, or oversight of contractor/subcontractors/service/vendor personnel.
Experience with Oil & Gas Companies, EPC contractors, subcontractors, vendors or service companies involved in the Oil and Gas Industry.
Knowledge in project business related functions/discipline such as planning, scheduling, cost control, estimating, claim management, risk management, change management, procurement, pre-and post-award contract management, actionable and informative reporting, support services, lessons learned etc.
Previous experience on major projects, from an Owner's perspective, managing EPC Lump Sum Contracts, working with multi - lingual contracts teams with large local subcontractors and mentoring Developees is required. Knowledge of Qatar LNG practices, process and expectations with respect to cost control is desirable.
Experience is required in working with ERP systems and Project Management systems (such as SAP or any other O&G ERP).
