Introduction

  • The job holder is accountable for the following activities during commissioning execution:
    • Ensure the pre-commissioning acceptance and commissioning execution are done properly in accordance to project and schedule requirement.
    • Ensure compliance with NOC safety procedure and requirement in his activities.
    • Ensures compliance with NOC commissioning procedure and requirement.
    • The job holder involves in all projects under E&C scope of work which includes: new well hook-ups, well workovers, well conversions, brownfield modifications, shutdown activities and etc.
  • The job holder is part of commissioning team under service contract consisting of onshore positions and offshore positions.
  • The job holder communicates with other NOC entities, including: offshore construction, QA/QC, Field Operations (OIM/OTL), Logistics, Vendor or Sub-Contractors.

What are you going to do 

  • Ensuring that his activities are carried out in compliance with NOC HSE procedures and standards.
  • Ensuring that NOC commissioning standard, OPERCOM is followed related to his activities.
  • Carry out supervision, witnessing, and inspection of pre-commissioning execution activities, document and dossier prior to acceptance of RFC, including raising of punch items if any.
  • Carry out complete review of pre-commissioning dossier, to ensure all activities are completed prior to acceptance of RFC.
  • Ensure that commissioning dossier is available on site prior to execution. The content has been reviewed for complete understanding of scope of work.
  • Ensure that resources are available offshore for commissioning execution, including tools, consumables, support from field operations.
  • Manage the execution of commissioning activities offshore with available resources. Ensure the relevant permit is available and the RFC has been accepted.
  • Monitor the progress of execution, flag up for potential problem / delay if any. Propose solution for troubleshooting if any.
  • Complete the content of commissioning dossier with result from commissioning activities.
  • Ensure all documentations are completely filled, signed, and stamped.
  • Carry out line walk with Field Operation prior to hand over upon completion of commissioning.
  • Produce red line mark up drawings in relation to result of commissioning. Ensure the mark up are signed and stamped completely.
  • Ensure that commissioning dossier are handed to Field Operation rep for final signature and stamp.
  • Compile the completed signed dossier and scan for progress update.
  • Verify pre-commissioning and commissioning files and the corresponding dossiers.
  • Monitoring the progress for pre-commissioning and commissioning activities.
  • Provide assistance in start-up / performance test activities as required by Field Operations.
  • Generating progress reports and reserves for each pre-commissioning and commissioning task.
  • Handing over fully documented and commissioned installations to the operations.
  • Following up the Punch List clearance before AOC and after Start Up.
  • Carrying out any other duties or tasks that may be assigned by his hierarchical superiors.

Essential skills and knowledge 

  • More than 10 years of relevant working experience in technical support role for the oil, gas industries, including multi-site commissioning experience.
  • Certifications:
    • T-BOSIET
    • H2S
    • Fitness to Work Certificate
    • Electrical Habilitation (L2)
  • Knowledge and familiar on OPERCOM methodology and ICAPS software.
  • Skilled in report writing and use of MS Software.
  • Bachelor’s degree in engineering (Mechanical/Electrical/Chemical Engineering).
  • Fluent in English (speaking and writing).
