Introduction

  • Ensure rules, standards and procedures are followed in the execution of DBN PWM & AB OBS Project.
  • Ensure that the assigned DBN PWM & AB OBS Project tasks are well managed as per the statement of requirement, specifications and contractual requirements.
  • Ensure that the DBN PWM & AB OBS Project is executed in accordance with the organization’s safety regulations, with quality conformance and within schedule.
  • Ensure that EPCIC CONTRACTOR delivers a high-quality detailed engineering dossier for Construction and Installation phases.
  • Ensure thorough and efficient engineering documentation review, comments and follow-up on due time, and provide inputs and follow up of the internal technical reviews (Project Reviews, etc.)
  • Ensure that the projects are executed in accordance with the organization’s safety regulations, with quality conformance and within schedule and budget.
  • Interact efficiently with the E&C division and other entities.
  • Ensure that all the interfaces with the Offshore SUB-CONTRACTOR Commissioning team are correctly managed.
  • Liaise and ensure the interfaces with E&C Commissioning team.
  • Responsible for commissioning consistency between all the project packages.

What are you going to do 

  • Assure and promote the application of NOC HSE and Safety Engineering rules and specifications.
  • Ensure that the EPCIC CONTRACTOR and SUB-CONTRACTOR comply at all times with safety rules and proactively taking actions as required to ensure compliance.
  • Promote safety culture amongst DBN PWM PMT personnel, CONTRACTOR / SUB-CONTRACTOR and proactively report observations.
  • Ensure / monitor the safety of personnel and installations as well as protection of the environment in all Commissioning department activities.

    Lead the DBN PWM Commissioning activities as follows:

    Preparation Phase:

  • Coordinate and lead with the SUB-CONTRACTOR Commissioning team all the DBN PWM & AB OBS Pre-Commissioning and Commissioning activities.
  • Provide assistance to the CONTRACTOR Pre-Commissioning team (with the support of E&C Commissioning team) and SUB-CONTRACTOR Commissioning team during the EPCIC engineering and preparation of the commissioning dossiers including a review of planning and organizational requirements, in order to optimize the schedule and keeping offshore commissioning activities streamlined.
  • Review, comment on and approve the preparation of DBN PWM & AB OBS deliverables developed by SUB-CONTRACTOR such as Commissioning procedures, reporting tools, including ICAPS database, Pre-Commissioning status index and the Commissioning technical database, the handover dossiers / certification, punch list control, planning and deliverables, ensuring accurate reporting and timely corrective action follow-up by the SUB-CONTRACTOR Commissioning team.
  • Plan and supervise the preparation of the Pre-commissioning and Commissioning documentation for DBN PWM & AB OBS Project in accordance with NOC rules and procedures.
  • Verify that everything necessary to carry out the Commissioning activities (logistics, manpower, FATs, VENDOR(S), assistance, materials, test fluids & gases, spare parts, temporary supplies, first fills, consumables, tools and test equipment) has been coordinated, planned and mobilized by the SUB-CONTRACTOR.
  • Ensure the SUB-CONTRACTOR ICAPS database is prepared (Pre-commissioning and Commissioning) for each discipline.
  • Ensure the follow-up of internal interfaces and coherence between Commissioning disciplines (instrumentation, electrical, mechanical, piping, process and ICSS).
  • Review and validate CONTRACTOR and SUB-CONTRACTOR testing procedures.
  • To review and approve the Commissioning Management procedures (handover, interfaces, punch list, organization, spare parts etc.).
  • To review and approve the Commissioning dossiers prepared by SUB-CONTRACTOR (including ICAPS database, Operational Test Procedures).
  • To coordinate the activities of the COMPANY Disciplines Commissioning Team mobilized.
  • To participate or ensure Commissioning participation to FAT of major/critical equipment as required.
  • To review the overall Commissioning plan developed by SUB-CONTRACTOR.
  • Ensure the various commissioning preparation tasks are prepared by SUB-CONTRACTOR: work allocation, priorities, schedules, resources (personnel, tools, spare parts, consumables, marine spread) and coordination of the preparation team.
  • Ensure that the Commissioning activities are prepared according to start-up priorities.
  • Ensure that Pre-commissioning preparation is consistent with commissioning priorities and system breakdown.
  • Check that Pre-commissioning and Commissioning activities are correctly taken into account in Project schedule.
  • Good interactions with DBN PWM & AB OBS Construction team, IOP and FOPS at both onshore and offshore.
  • Ensure the required JSA’s are prepared related to Commissioning activities.
  • Ensure the proper succession of pre-commissioning and commissioning sequences with construction, schedule and operations.
  • Ensure that personnel can use ICAPS.

    Execution Phase:

  • To promote/ensure safety within the Commissioning activities and verify that safety procedures and Permit to Work system are implemented by the SUB-CONTRACTOR Commissioning Team.
  • Ensure that the Pre-commissioning planning schedule is implemented in line with commissioning planning and priorities.
  • Ensure Commissioning team review and approve acceptance of the SUB-CONTRACTOR’s system / sub-system RFC & AOC dossiers on behalf of NOC.
  • Ensure SUB-CONTRACTOR ICAPS Administrator generates progress reports and punch list items for each Pre-commissioning and Commissioning task.
  • To witness and monitor the Pre-commissioning activities performed by the CONTRACTOR and countersign all Pre-commissioning dossiers at Ready for Commissioning (RFC) status.
  • To control all Commissioning activities performed by SUB-CONTRACTOR.
  • To ensure proper control of Commissioning activities (progress vs planning, punch list follow-up, etc..) and recommend any necessary corrective actions.
  • To report immediately any unexpected event that may impact the Commissioning or Start-Up of the platforms.
  • To check progress planning and recommend any necessary corrective actions, with close follow-up on punch list.
  • To review and approve the Commissioning dossiers after completion of Commissioning activities and sign the AOC and transfer certificates.
  • Onshore support as required to Offshore Commissioning team as to ensure commissioning activities and schedule are optimized.
  • Ensure correct reporting of Commissioning activities in the time frame.
  • Ensure the effective handover between DBN PWM & AB OBS and FOPS at the AOC stage.
  • Assist Field Operations during Start-up phase.

In addition, the job holder will have to report to E&C Head, Engineering & Commissioning any defects, threats and their solutions to protect safe production operations.

Essential skills and knowledge 

  • Minimum Qualification: Bachelor’s degree in Chemical or any other engineering discipline from a recognized university.
  • Minimum of 12 years’ experience of relevant upstream oil and gas industry experience, with wide experience on Field in Process, Instrumentation, etc.
  • Proven experience in managing engineering CONTRACTOR(S) and ability to manage the work of multiple Commissioning teams simultaneously.
  • Previous experience in the offshore O&G sector would be a benefit. Knowledge and experience of OPERCOM Methodology and using ICAPS software.
  • Good sense of team spirit leadership with strong interpersonal & communication skills.
  • Fluent in English both spoken and written.
  • Medical fit to work for offshore work execution.
