Introduction

Supporting the quality assurance and quality control functions for a high-technology Data Centre project currently in its construction phase. Representing the engineering consultant, the incumbent is responsible for ensuring that all mechanical works, including HVAC systems, piping, plumbing, fire protection, and other mechanical installations, executed by the contractor strictly comply with the approved design, technical specifications, project requirements, industry codes, and applicable standards.

The role involves close coordination with the construction team, review of technical documents, shop drawings, inspection and test plans (ITPs), method statements, material submittals, and conducting site inspections to verify installation quality and workmanship. The engineer is also responsible for monitoring testing and commissioning activities, maintaining quality documentation, identifying and reporting non-conformities, and ensuring corrective actions are properly implemented. Acting as the consultant's on-site quality representative, the engineer will provide technical oversight to ensure all mechanical systems are installed, tested, and commissioned in accordance with the project requirements. Strong technical knowledge, attention to detail, and a proactive approach to quality are essential for success in this role.

What are you going to do 

  • Review and ensure compliance of all mechanical works, including HVAC, chilled water, piping, plumbing, fire protection, and mechanical equipment installations, with approved IFC drawings, technical specifications, and relevant international and local codes (e.g., ASHRAE, SMACNA, NFPA, ASME, API, ASTM, BS, and SNI where applicable).
  • Conduct regular site inspections to monitor installation quality, workmanship, material compliance, and construction activities in accordance with project specifications and quality standards.
  • Verify contractor submissions, including method statements, material submittals, shop drawings, Inspection and Test Plans (ITPs), inspection requests (IRs), test reports, and other quality documentation.
  • Identify, report, and follow up on non-conformities (NCRs), observations, and mechanical quality issues until corrective actions are implemented and closed.
  • Coordinate with the client's project management team, site supervision team, MEP disciplines, and design consultants to resolve technical queries and ensure compliance with the approved design.
  • Ensure proper documentation and traceability of quality inspections, approvals, material records, test reports, and field observations throughout the construction phase.
  • Witness and verify mechanical testing and commissioning activities, including pressure testing, flushing, duct leakage testing, equipment installation checks, balancing, functional testing, and system performance verification.
  • Participate in quality audits, technical meetings, and coordination reviews in accordance with the project's Quality Management Plan.
  • Monitor the installation of HVAC systems, chilled water piping, plumbing, fire protection systems, pumps, mechanical equipment, and associated supports to ensure compliance with project specifications and industry standards.
  • Support the project handover process by reviewing as-built documentation, O&M manuals, test and commissioning records, punch list clearance, and final inspections for all mechanical systems.
  • Promote a culture of quality, safety, and continuous improvement across the project team while ensuring compliance with project quality requirements.

Essential skills and knowledge

  • Indonesian citizen.
  • Bachelor's degree in Mechanical Engineering or a related discipline from an accredited university.
  • Minimum 8 years of experience in QA/QC roles for mechanical works, preferably on data centre, industrial, manufacturing, pharmaceutical, semiconductor, or other high-specification infrastructure projects.
  • Proven experience working on the consultant side, with strong knowledge of QA/QC systems, inspection processes, and quality documentation throughout the construction lifecycle.
  • Strong familiarity with relevant international and local standards and codes, including ASHRAE, SMACNA, NFPA, ASME, API, ASTM, BS, and SNI where applicable.
  • Solid understanding of mechanical construction methods, installation practices, testing and commissioning procedures, and QA/QC requirements for HVAC systems, chilled water systems, piping, plumbing, fire protection systems, and mechanical equipment.
  • Ability to review and interpret IFC drawings, P&IDs, shop drawings, technical specifications, method statements, and Inspection & Test Plans (ITPs).
  • Proficient in QA/QC reporting, inspection documentation, non-conformance (NCR) management, quality audits, and close-out documentation.
  • Experience witnessing and verifying mechanical testing and commissioning activities, including pressure testing, flushing, duct leakage testing, TAB (Testing, Adjusting & Balancing), functional testing, and system performance verification.
  • Excellent communication and coordination skills with contractors, clients, commissioning teams, and multidisciplinary engineering disciplines.
  • Strong command of written and spoken English, with the ability to prepare technical reports and professional correspondence.
  • Ability to work independently in a fast-paced, high-compliance project environment.
  • Professional certifications related to QA/QC, mechanical inspection, commissioning, or construction supervision will be an advantage.
