Our client, a prominent organization in the oil and gas sector, is seeking a Lead Facilities Development Engineer to join our client's team in Dubai on a permanent basis. This is a key strategic role, responsible for shaping facility development projects from early concepts through to support during implementation, ensuring that engineering solutions are both technically robust and economically sound.

Key Responsibilities:

  • Responsible for executing in-house and external engineering studies, developing concepts, conducting techno-economical assessments for identified options, developing projects and as required provide support during later stages of implementation of these projects.
  • Establish the study basis.
  • Conduct in-house studies; Identify and evaluate feasible options and prepare study reporting as defined in the Engineering Work Request (EWR) system.
  • Responsible for conducting external studies by Engineering Service Contractors.
  • Ensure relevant discipline Engineering assessments are conducted as required to develop study reports and key deliverables such as, but not limited to, process simulations, conceptual Process and Instrument Diagrams (P&IDs) and specification of Long Lead Items.
  • Liaison with Company's teams to establish relevant Capital Expenditure (CapEx) / Operating Expenses (OpEx) estimates for study concepts.
  • Compile all relevant study documentation for filing.
  • As required, provide support during later implementation of facility modifications.
  • Fulfill the role as Solution Owner for implementation of facility modifications via Engineering's Change Approval Form (CAF) system.
  • Prepare Opportunity Development Process (ODP) gate presentations and present contents at gate meetings: Gate 1 (Identify), Gate 2 (Assess / Concept Select) and Gate 3 (Sanction).
  • Occasional site visits to offshore and onshore facilities may be required for discussions and scope definition.
  • Arrange vendor meetings for validation and selection of technologies.

Essential skills and knowledge

Educational Qualifications

  • Degree in Chemical Engineering.
  • Chartered Engineer (CEng) or Professional Engineer (PE) certification preferred.

Experience Profile

  • 15+ years of chemical/process engineering experience in the oil & gas industry.
  • 10+ years in facilities development, feasibility studies, and conceptual design.
  • Proficient in HYSYS, PIPESIM, and advanced Excel modeling.
  • Experience in economic evaluation, concept screening, and sensitivity analysis.
  • Brownfield project experience preferred.

  • Report actual or suspected security incidents promptly.
  • Safeguard the confidentiality, integrity, and availability of information assets.
